At the conference, representatives of nearly 200 labor-using units in Ngo Quyen, Le Chan, Hai An, Kien An, and An Duong wards were informed of some new points of the 2024 Law on Social Insurance and the Law amending and supplementing a number of articles of the 2024 Law on Health Insurance, effective from July 1, 2025; focusing on a number of contents regulating contributors, contribution methods, time to prepare dossiers for increased contributions and collection of social insurance, health insurance, and unemployment insurance for employees at units and businesses.
The Steering Committee also urged units to implement the payment of late payments for social insurance, health insurance, and unemployment insurance and answer recommendations and proposals, and remove difficulties in the implementation process.
According to representatives of Hai Phong City Social Insurance, paying social insurance fully and on time for employees not only ensures immediate benefits such as sickness, maternity, and workplace accidents, but is also a long-term social security foundation, contributing to stabilizing the lives of employees in their old age. At the same time, this is also a mandatory legal responsibility of the enterprise, demonstrating the prestige and sustainable development of the unit.

Representatives of the City Labor Federation affirmed that ensuring social insurance benefits for workers is one of the key tasks of the trade union organization. Over the past time, the trade union organization has received a number of petitions and reflections from workers related to the situation of enterprises delaying social insurance contributions, directly affecting the settlement of regimes and benefits. This not only causes frustration among workers but also poses a potential risk of labor disputes arising, affecting the production and business environment. Therefore, units need to seriously overcome and fully implement social insurance contribution obligations according to regulations.
Also at the conference, the City Police also informed about the regulations on handling violations in the field of social insurance, especially acts of evasion and prolonged late payment. Accordingly, in addition to being administratively sanctioned, serious violations may also be considered for handling according to the provisions of the Penal Code, from Article 213 to Article 216, with strict sanctions to deter and prevent.
The conference aims to raise awareness and responsibility of labor-using units, strive to minimize the rate of late payment of social insurance, health insurance, and unemployment insurance to the lowest level, with the goal of ensuring legitimate and lawful rights for workers and completing social security targets in the area.
