Hai Phong City People's Committee has just issued Plan No. 255/KH-UBND on the implementation of the Project "Propagating and disseminating laws to workers (NLĐ) and employers (NSDLĐ) to meet the requirements of implementing international labor commitments in the period 2023-2030" in the city in the period 2026-2030.
According to the Plan, the city aims to strengthen propaganda, dissemination, and legal education for employees and employers, meeting the requirements of implementing international commitments on labor; creating positive changes in awareness of respecting and complying with the law, contributing to building harmonious, stable, and progressive labor relations at enterprises, promoting production, socio-economic development and international integration. At the same time, continue to bring the Party's guidelines, policies, and laws of the State into life; improve the management efficiency and responsibility of agencies, organizations and levels and sectors in complying with labor laws; link legal dissemination and education with law enforcement organization, administrative reform, digital transformation and related programs and projects.
The City People's Committee requests agencies, units, and localities to continue to thoroughly grasp policies on dissemination and legal education; ensure resources for implementation.
Regarding objectives, the city determines to continue to comprehensively innovate the work of disseminating and educating laws for employees and employers in all types of enterprises; strengthen inter-sectoral coordination mechanisms, mobilize social resources, promote the application of information technology and digital transformation in propaganda and dissemination of laws. Along with that, synchronously and comprehensively, with a focus on disseminating and educating laws for businesses, contributing to building harmonious labor relations, limiting labor disputes, reducing legal risks, improving the competitiveness of businesses and improving the investment and business environment of the city.
The city identifies specific goals, ensuring that 95-100% of agencies, units, organizations, and localities organize the dissemination and information of legal documents related to the rights and obligations of employees and employers fully and promptly; 100% of legal documents, legal information on labor, labor relations and international commitments on labor are fully and accurately publicized for employees and employers to easily access; ensuring that 100% of questions, recommendations, and difficulties of employees and employers in the process of implementing labor law are received, guided and answered.
The plan is implemented throughout the city in the period 2026-2030, focusing on industrial parks, economic zones, industrial clusters and areas with many businesses and workers. Propaganda content focuses on labor law, labor relations; international commitments on labor, especially commitments in new generation free trade agreements that Vietnam participates in; policies that have a great impact on workers and employers.
