Hai Phong - The Department of Construction reviews and evaluates the rental housing needs of each target group, and accommodation for workers in industrial parks.

Implementing Official Dispatch No. 19/CD-BXD dated June 23, 2026 of the Ministry of Construction on promoting the development of rental housing in 2026 and the 2026-2030 period, Chairman of Hai Phong City People's Committee Do Thanh Trung has just given instructions in Document No. 7921/VP-XDCT. In which, assigning the Department of Construction to preside over and coordinate with the Department of Finance, Hai Phong Economic Zone Management Board and relevant agencies and units to implement tasks as required by the Ministry of Construction; promptly report and propose to the City People's Committee for consideration and direction for contents beyond its authority.

Accordingly, the Department of Construction is responsible for reviewing and evaluating the housing rental needs of each group of subjects in the area, developing a 2026 and 2026-2030 leased housing development plan, clearly defining goals, project lists, implementation roadmaps and mobilized resources. Accelerate the investment progress of leased housing projects with state budget capital in Quarter III and Quarter IV. 2026; study and allocate local capital, clean land funds that have been synchronously invested in infrastructure to start construction of at least 1 leased housing project with state budget capital as required by the Ministry of Construction. At the same time, urgently put the local Housing Development Fund into effective operation to invest in building or buying back houses for rent.

The Department reviews planning and allocates land funds to develop rental housing and social housing, prioritizing urban areas, development driving areas, industrial parks, economic zones and urban renovation and embellishment areas; regularly urges investors to accelerate the progress of social housing projects, ensuring the completion of targets assigned by the Government in 2026.

The Department of Construction is responsible for reviewing and evaluating the implementation of the Project to invest in building at least 1 million social housing apartments in the period 2021-2030 in the city; reporting to the Ministry of Construction to propose to competent authorities to consider and adjust the Project, in which clearly identifying targets and the structure of rental housing development.

The city also assigned the Department of Construction to study mechanisms to support and guide households and individuals to build multi-story houses and multi-apartments for rent; strengthen inspection of compliance with regulations on fire prevention and fighting, environmental sanitation and security and order for this type of housing.

Along with that, the city requires reviewing, managing, and effectively using the housing fund belonging to public assets; handling the situation of abandoned and inefficient housing; researching the conversion of functions for facilities that no longer need to use to rental housing.

The Chairman of the City People's Committee assigned the Hai Phong Economic Zone Management Board to take the lead in reviewing the accommodation needs of workers in industrial parks; direct enterprises investing in industrial park infrastructure to allocate land funds, promote the construction of accommodation houses, and meet the housing needs of workers.

The Department of Finance shall preside over and coordinate with the Department of Construction and related units to research and propose allocation of local capital sources to serve compensation, site clearance, investment in technical infrastructure, and create a clean land fund to develop rental housing and social housing projects, ensuring synchronous technical and social infrastructure, meeting the requirements of putting projects into use immediately after completion.
