According to the Hai Phong City Labor Federation, in the first 6 months of 2026, labor relations in the area are basically stable. Trade union levels strengthen legal propaganda, care for life, organize dialogues, contributing to building harmonious labor relations in enterprises.
Thanks to this, only 1 collective work stoppage occurred in the whole city of 200 workers of Nam Thien Co., Ltd. The reason stems from the requests and recommendations of workers and laborers regarding the implementation of salary and bonus regimes, Tet bonuses, overtime pay, the implementation of health insurance and social insurance regimes, the enterprise suddenly announcing the termination of labor contracts, changing working hours... but have not been paid attention to, responded to, and resolved satisfactorily and promptly.
The City Labor Federation directed the Tien Lang Commune Trade Union to get involved and coordinate with business leaders to resolve workers' petitions. After that, the company increased the Lunar New Year bonus for 2026 compared to 2025 from 30,000 VND to 50,000 VND/person, adjusting related regimes.
Also in the first half of the year, many workers reflected to the press about businesses' continuous overtime, affecting workers' health and lives. Due to receiving timely feedback, city-level Trade Unions quickly intervened, preventing collective work stoppages.
However, the situation of businesses delaying and owing social insurance, health insurance, unemployment insurance; evading insurance contributions through not signing labor contracts...
Strengthen dialogue, prevent hotspots from occurring
Faced with the situation that the city has a number of labor disputes, collective work stoppages, and there is a situation where localities are slow to grasp the situation, report and coordinate handling, Hai Phong City People's Committee issued document 1326/UBND-NVKTGS directing to strengthen the supervision of labor law compliance and handle issues arising in labor relations to ensure the legitimate rights and interests of employees and employers, maintain security, order and investment and business environment in the area.
Accordingly, the City People's Committee assigned departments, branches, and localities to strengthen grasping the situation of labor relations, regularly monitor and review enterprises at risk of labor disputes, collective work stoppages, and strikes; proactively detect early and remote conflicts and instabilities in enterprises to coordinate and handle them promptly, not allowing hot spots or complicated cases to arise.
The city also requests to promote the role of labor mediators, trade union organizations and labor relations institutions in preventing and limiting the occurrence of labor disputes. At the same time, proactively inspect and review the compliance with labor laws at enterprises; promptly detect, handle or propose strict handling of violations according to regulations. City Social Insurance strengthens the review of the compliance with health insurance, unemployment insurance, and social insurance policies; promptly detects enterprises that are late in paying, owing, or evading payment that are at risk of labor disputes.
According to the Hai Phong City Labor Federation, closely following the city's direction, in the last 6 months of 2026, the Labor Federation will proactively grasp the ideological situation, employment, income, and labor relations; strengthen dialogue and collective bargaining; promptly participate in resolving arising cases, not allowing hot spots on labor relations to occur. Along with that, promote propaganda and mobilize employees and employers to comply with the law, contributing to building harmonious, stable and progressive labor relations.
