In early October 2023, about 5,000 workers of Viet Glory Company Limited (located in Dien Truong commune, Nghe An province) struggled to leave the company before the afternoon shift. Workers believe that the company is forcing high output, and at the same time has proposed increasing salaries, increasing fuel and toxic allowances...
Grasping the situation, Nghe An Provincial Federation of Labor requested Dien Chau District Federation of Labor to continue to coordinate with the District People's Committee and related sectors to promptly and effectively resolve the strike at Viet Glory Company Limited, not allowing the phenomenon of stopping the spread and prolongation to occur.
In this case, the authorities found signs of some subjects spreading information, inciting and luring workers. Immediately afterwards, the police summoned a number of subjects to verify the acts of inciting and luring workers of Viet Glory Company Limited to stop working collectively to stabilize the situation.
The case in Nghe An is one of the typical examples of coordination between the Trade Union organization and the police force at the grassroots level.
Since 2017, the Ministry of Public Security and the Vietnam General Confederation of Labor have signed Coordination Regulation No. 03/QC-BCA-TLDLD, laying the foundation for comprehensive coordination. After 5 years of implementation, this regulation has brought many outstanding results: Raising awareness and responsibility of cadres, soldiers, civil servants, public employees, and workers in protecting security and order; promptly resolving labor disputes, collective work stoppages; maintaining security and safety in industrial parks, export processing zones, and economic zones.
Based on that result, on April 25, 2023, the two sides continued to sign the new coordination regulations (No. 04/QCPH-BCA-TLDLDLDVN), with high action, in line with the new situation. The new regulations emphasize the tasks of: Strengthening and replicating advanced models and typical examples in the movement "For National Security", "All people protect national security"; coordinating the fight against crimes in the field of labor and trade unions; preventing social evils; ensuring security and safety of trade union agencies at all levels.
Strong implementation
From the coordination mechanism between the police and the trade union, many localities have had good models to ensure security and order from the residence and workplace of workers and laborers.
The Hanoi Industrial and Export Processing Zones Trade Union has coordinated with the Hanoi City Police, District/District Police, and Police stations in industrial parks to deploy many rich measures. Typically, it is to propagate the law and crime prevention skills to boarding houses and businesses; warn about the harmful effects of "black credit", raising awareness of vigilance for workers. Grasp the ideological situation, promptly resolve conflicts in labor relations, limit collective work stoppages. In particular, building hundreds of self-management teams for workers' dormitories.
In Binh Duong (old), with the support, guidance and training of the police force, the self-managed shock absorber worker team model was also widely deployed with tens of thousands of workers participating in fire fighting and handling labor disputes. This model has helped promptly prevent bad elements from attracting and inciting workers to violate the law.
Or in Hai Phong, the Hai Phong City Labor Federation and the City Police have implemented many propaganda programs on crime prevention and drug prevention, maintaining security and order; signing a commitment not to violate the law; promoting negotiation and signing of Collective Labor Agreements to prevent disputes.
In particular, the model of "Cvilized and safe workers' housing areas" has brought many practical benefits such as free wifi, medicine cabinets, air conditioners for pregnant women, and free health check-ups for imported workers.
The People's Public Security Trade Union closely coordinates with provincial and municipal labor federations and central industry trade unions, organizing thousands of propaganda sessions on law, crime prevention, drugs, social evils; supporting the issuance of citizen identification cards to industrial park workers; fighting against "black credit" and fraud methods.
Through practical implementation, the coordination between the Ministry of Public Security and the Vietnam General Confederation of Labor has brought many practical results. Thereby maintaining political security and social order and safety in key areas of economy and industry. Strengthen harmonious, stable and progressive labor relations, contributing to improving the material and spiritual life of workers. Build a core force to protect security and order at the grassroots level through the models of Self-management Teams, Shock Workers' Teams, Boarding Workers' Clubs, etc.
The above results have contributed to spreading the movement "All people protect national security" to boarding houses, businesses, and industrial parks.
