Having received information about business households having to participate in compulsory social insurance from July 1, 2025 through mass media, Mr. Nguyen Hoai Son, born in 1995, currently doing online fashion business at 47 Quan Hoa (Cau Giay, Hanoi) has completed the procedures to participate in social insurance.
Mr. Son said that he used to work for a business, participated in social insurance for 4 years, then quit his job and did business at home.
Recognizing the benefits of participating in social insurance, Mr. Son proactively contacted Cau Giay Social Insurance and completed the procedures from the end of June 2025.
"I went to the social insurance agency and was provided with detailed statements and instructions. After I submitted all the documents, the Social Insurance agency gave me my contact number. This morning, I have not called any social insurance officer to proactively contact me again, notifying me of the completion of the participation procedures. After that, I only paid online according to the instructions. Everything is very simple, Mr. Son shared.
According to Mr. Son, the minimum payment level is 585,000 VND/month, he chose the payment level of more than 600,000 VND/month.
Also a registered household to do online sales business, Ms. Pham Thi Hong Sam, born in 1991 (lane 217 Mai Dich street, Cau Giay, Hanoi) currently sells electronic components.
According to Ms. Sam, she completed the procedures to directly participate in social insurance at Cau Giay District Social Insurance from the end of June 2025.
"I complete the procedures very quickly, without any difficulties or problems," said Ms. Sam.

In addition to individual business households that have grasped information and proactively participated in compulsory social insurance, many households have not grasped information, and are even quite vague when asked about the regulation effective from July 1.
Ms. Le Thi Lan, a newborn baby supply trader for mother and baby at Phung Khoang market (Nam Tu Liem, Hanoi) said that she only "listened to this information for a moment.
"I heard it was a breeze but I didn't understand it very well. Maybe my business scale is too small, so I have not been reminded about this," said Ms. Lan.
When asked if she participates in compulsory social insurance according to regulations, Ms. Lan said that "if required, she will participate".
Similarly, business owner Nguyen Thi Lan (CT5 Urban Area, Thanh Liet Ward, Hanoi) also said that there is currently quite uncertainty about information about participating in compulsory social insurance.
"I do not have clear information, and may be a small business, so I have not been reminded by relevant agencies," said Ms. Lan.
According to Ms. Lan, her family has a couple and an older daughter who sell groceries full-time and are willing to participate in compulsory social insurance.
I also know that participating has many benefits for me, so I dont refuse. However, due to income conditions, perhaps my family will participate at the lowest level, said Ms. Lan.
Speaking to Lao Dong reporter on July 1, a representative of Social Insurance Region I said that this agency has prepared all conditions, directed its affiliated units and was ready to support individual business households to participate in compulsory social insurance most conveniently.
Clause 1, Article 2 of the Social Insurance Law No. 41/2024 effective from July 1, 2025 stipulates the subjects participating in compulsory social insurance and voluntary social insurance.
In which, workers who are Vietnamese citizens subject to compulsory social insurance include: Business owners of business households registered to participate in business according to Government regulations.
Business owners are allowed to choose their salary as the basis for compulsory social insurance contributions, but the lowest is the reference level and the highest is 20 times the reference level at the contribution point. The monthly payment level is based on the salary used as the basis for social insurance payment.

Therefore, the lowest contribution rate for business owners participating in monthly social insurance is 25% or 585,000 VND/month.
