Hoa Binh directs handling of cases of many businesses delaying payment of union fees

Regarding the case of a series of enterprises delaying payment of union fees, the People's Committee of Hoa Binh province has issued a document directing units to coordinate in handling the matter.

On December 26, the Labor Federation of Hoa Binh province said that the Provincial People's Committee has just issued a document on strictly implementing the deduction and payment of union funds; coordinating the handling of violations of regulations on union fund debts.

The document clearly states that currently in the province, there are still many enterprises that have not strictly implemented the regulations on deducting and paying 2% of the trade union fund. There are enterprises that have evaded payment, paid late, paid correctly and fully according to the salary fund and the number of employees required to pay the trade union fund according to regulations, etc., affecting the operating budget of trade unions at all levels, especially grassroots trade unions that do not have a source of funding to organize activities to care for union members and employees at the grassroots trade unions.

On that basis, the Chairman of the People's Committee of Hoa Binh province has directed that the Departments, branches, sectors, unions, People's Committees of districts, cities, agencies, units, and enterprises of all economic sectors seriously implement the direction of the Provincial People's Committee on the implementation of Article 26 of the 2012 Trade Union Law.

The Department of Industry and Trade, the Provincial Industrial Park Management Board, the People's Committees of districts and cities direct relevant departments and offices to closely coordinate with the Labor Federation at the same level and industry trade unions to organize work and actively discuss with leaders of units and enterprises in the area that still owe union fees (according to the list provided by the Provincial Labor Federation) to propagate, mobilize, and help units and enterprises to properly perceive their responsibilities and obligations to fully and promptly pay union fees in accordance with the law.

The Department of Labor, Invalids and Social Affairs presides over and coordinates with relevant departments, branches and units to establish an interdisciplinary inspection team, with the participation of representatives of the Provincial Tax Department, Provincial Social Insurance, Provincial Labor Federation and relevant agencies and units to organize inspections of the implementation of legal documents, including inspections of compliance with legal provisions on deduction and payment of trade union funds according to regulations. According to information from the Hoa Binh Provincial Labor Federation, the total accumulated trade union fund debt as of December 25, 2024 is 76 units (non-state enterprises) with a total amount of more than 9 billion VND, an increase of 1.25% compared to the total debt at the end of 2023. The following enterprises owe trade union funds: Hong An Shoe Joint Stock Company owes more than 2.5 billion VND; SMA VINA Viet Han Import-Export Garment Joint Stock Company owes nearly 1.5 billion VND; Trung Son Cement One Member Co., Ltd. owes more than 868 million VND; Dinh Thuan Trading Joint Stock Company owes more than 274 million VND; X18 Cement Joint Stock Company owes more than 296 million VND; RSN Global Garment Company Limited owes more than 599 million VND; Thanh Son One Member Co., Ltd. owes more than 292 million VND; Song Hong Production Joint Stock Company - Song Da Factory Branch owes more than 246 million VND; Minh Trung Vietnam Group Joint Stock Company Branch in Hoa Binh owes more than 239 million VND,...
