Stabilize labor relations
On December 10, the Vietnam General Confederation of Labor held a conference to evaluate the results of 15 years of implementing Action Program No. 399/CTr-TLD of the Vietnam General Confederation of Labor to implement Resolution No. 20-NQ/TW dated January 28, 2008 of the 10th Party Central Committee on "Continuing to build the Vietnamese working class in the period of promoting industrialization and modernization of the country".
Speaking at the conference, Mr. Nguyen Thanh Do, Head of the Policy and Law Department (HCMC Labor Federation) said that after implementing the action program, the locality has achieved many encouraging results. The number of union members and grassroots unions in the city has doubled; currently the number of union members is 1,510,000 with nearly 19,000 grassroots unions.
According to Mr. Nguyen Thanh Do, the Ho Chi Minh City Labor Federation has set out criteria for building city union members with 6 criteria: Honesty, initiative, sharing, cooperation, responsibility and thrift for each grassroots union to implement in conjunction with studying and following the moral example and ideology of Ho Chi Minh, thereby contributing to the overall development of the enterprise.
The union also deployed various forms of propaganda to help union members access quickly, raise awareness and political capacity; and deploy many solutions to stabilize labor relations. The number of collective work stoppages, strikes, and work stoppages in the area decreased. In 2024, there were only 4 cases with increasingly narrowed scale and nature.
The Union also improves the quality of Collective Labor Agreements; builds self-managed worker groups in boarding houses to coordinate with local authorities and police forces to grasp the situation, share information, and handle promptly, thereby promoting the movement of the entire people to protect national security, contributing to the development of localities and units...
Ms. Pham Thi Thanh Tam - President of Vietnam Textile and Garment Trade Union - said that the unit has focused on activities to care for and protect the legitimate rights of workers.

Propaganda and mobilization to improve the qualifications of more than 17 million union members and employees
According to the draft report of the Vietnam General Confederation of Labor, after 15 years of implementing Action Program No. 399/CTr-TLD, trade unions at all levels have basically completed the targets, including participating in solving a number of pressing and urgent issues of workers, creating changes in improving the material and spiritual life of workers; building harmonious, stable and progressive labor relations in enterprises...
Propaganda work to improve legal knowledge, political capacity, industrial style, labor discipline, etc. has been focused on with many diverse and rich forms. The rate of employees who have been propagandized and studied the Party's directives and resolutions and the State's legal policies has reached and exceeded the set target.
Training to improve the educational level, professional skills and expertise of workers is of special interest to the Party committees, authorities and trade unions. The number of trained workers working in enterprises is increasing, basically meeting the requirements of production skills in enterprises....
According to incomplete statistics, over the past 15 years, more than 17 million union members and workers have been propagandized and mobilized to improve their qualifications; nearly 1.5 million union members and workers have studied to improve their educational qualifications; more than 5 million workers have studied to improve their professional skills; more than 3.5 million union members and workers have been trained in political theory; 1,265,143 workers have practiced their skills and competed for the title of skilled worker; 560,213 workers have studied foreign languages and 514,677 workers have studied information technology...
Mr. Ngo Duy Hieu - Deputy Secretary of the Party Committee, Vice President of the Vietnam General Confederation of Labor - said that the Vietnamese working class has increasingly contributed to the development of the country. The past 15 years have also been a period of time affirming the active participation of the Trade Union in building the working class.
The Vice President of the Vietnam General Confederation of Labor emphasized that the conference is also an opportunity to look at the building of the working class in the new context, thereby having more theoretical basis to recommend to the Party and State to soon summarize the resolution to issue a new resolution, meeting the requirements of building the working class in the new situation.
At the conference, the Vietnam General Confederation of Labor awarded prizes to collectives and individuals who won prizes in the contest to learn about "Resolution of the Trade Union Congress and actions of union members and workers" organized by the Vietnam General Confederation of Labor.
