On August 29, the Vietnam General Confederation of Labor issued a document on guiding the financial and asset work of the trade union system according to Conclusion No. 183-KL/TW of the Politburo and the Secretariat.
In the document, the Vietnam General Confederation of Labor requested the Standing Committees of Provincial Party Committees, City Party Committees, Standing Committees of the Vietnam Fatherland Front Committees of provinces and cities to direct the Standing Committees of the Labor Confederations of provinces and related units to coordinate in implementing a number of contents on finance and assets of the provincial-level trade union system, commune-level trade unions, wards, and special-zone trade unions with the content as in the instructions.
The budget for commune-level trade union activities in the Vietnam Fatherland Front Committee at the commune level is guided by the Vietnam General Confederation of Labor as follows:
3.4. Funding for commune-level trade union activities in the Vietnam Fatherland Front Committee at the commune level:
a) Provincial Labor Federations guide commune unions to develop annual union financial use estimates, including: salary payment, allowances, salary contributions, administrative management expenditures based on the number of full-time commune union officials in the union payroll approved by the commune union committee and expenditures for commune union activities. The provincial Labor Federation provides funding from the provincial trade union financial source to the commune trade union to ensure operations according to the regulations of the Vietnam General Confederation of Labor.
b) For part-time commune union officials and those who do union work, the commune union will pay allowances from the union's financial resources to the maximum level of the part-time allowance of the grassroots union according to the regulations of the Vietnam General Confederation of Labor.
Still following the instructions, in 2025, commune trade unions will implement the related contents in Section 3.4 above according to Official Dispatch No. 134/TLD-CTCD dated July 29, 2025 of the Vietnam General Confederation of Labor on guiding union financial work after the arrangement of provincial and commune-level trade unions.
