Attending the conference were Mr. Ngo Duy Hieu - Standing Vice President of the Vietnam General Confederation of Labor; Mr. Tong Van Bang - Member of the Standing Committee, Head of the Labor Relations Department of the Vietnam General Confederation of Labor.

Speaking at the opening of the conference, Mr. Pham Tien Dung - Deputy Governor of the State Bank of Vietnam, Chairman of the Vietnam Bank Union - emphasized that the third Conference of the Executive Committee of the Vietnam Bank Union, term VIII, term 2025 - 2030, has many important contents, associated with the implementation of resolutions of the Party, the Vietnam Fatherland Front and the Trade Union organization.
According to Mr. Pham Tien Dung, the conference needs to focus on assessing the actual results of trade union activities in the first 6 months of the year, clarifying the achieved results, and at the same time frankly pointing out the shortcomings, limitations and causes. On that basis, the Executive Committee identifies key tasks and solutions to complete the goals and targets in the last 6 months of the year.
The Chairman of the Vietnam Bank Union requested trade union levels to continue to closely follow the leadership and direction of the Party Committee of the Central Bank and the Standing Committee of the Vietnam General Confederation of Labor; promptly concretize policies and resolutions into programs and tasks suitable to the specific characteristics of the banking industry.

In particular, according to the Chairman of the Vietnam Bank Union, trade union activities must originate from grassroots practice, regularly grasp the thoughts and aspirations of union members and workers; proactively participate in solving practical issues related to employment, life, and legitimate and lawful rights and interests of workers.
Ms. Nguyen Khanh Chi - Standing Vice President of the Vietnam Bank Union emphasized that the action program of the Vietnam Bank Union for the period 2026-2031 focuses on 5 key task groups, associated with the requirement to innovate trade union activities in the context of digital transformation, green transformation and rapid technological development.
In propaganda and education work, the Vietnam Bank Union sets a target for 100% of trade union officials to study resolutions, at least 90% of union members and workers to be disseminated policies; and at the same time promote "digital demographics", lifelong learning and safe and effective application of artificial intelligence.
Regarding the task of representing, caring for and building labor relations, the program focuses on improving the quality of dialogue, collective bargaining, implementing welfare activities, building a culture of occupational safety and sustainable health care for workers. The set target is that at least 85% of grassroots trade unions participate in implementing democracy regulations and 100% of units and enterprises sign collective labor agreements.
The entire system strives to have at least 60,000 initiatives in the term, of which 150 initiatives are awarded Creative Labor Certificates by the Vietnam General Confederation of Labor. Trade union levels will encourage union members to apply artificial intelligence, big data, digital finance, and green banking to perform professional tasks.
According to Ms. Nguyen Khanh Chi, the program also sets requirements to improve the efficiency of women's work, finance, inspection, and supervision; ensure publicity and transparency in the use of resources, strengthen discipline, order and prevent violations.
The tasks will be specified according to each content, progress, lead unit, coordinating unit and output product; they will be evaluated periodically every 6 months, annually, and at the same time organize preliminary and summary reviews. The results of implementation are one of the bases for ranking trade union organizations and officials, considering emulation and commendation, and linked to the responsibility of the head.
