On June 30, the leader of the Khanh Hoa Provincial Federation of Labor informed about the work of reorganizing the apparatus when streamlining and merging the province.
Up to this point, Khanh Hoa has dissolved and ended the activities of the Executive Committee, the Standing Committee, the Inspection Committee of the District-level Labor Federation, and the industry trade union of 12 trade unions directly above the grassroots level.
Of which, there are 9 district, town and city Labor Federations, the Party and Provincial Government Trade Union, the Provincial Health Trade Union, and the Provincial Industrial Parks and Economic Zones Trade Union. The Khanh Viet Corporation Trade Union is waiting for the instructions of the General Confederation.
Regarding the end of the administrative agency's grassroots trade union, public service units receiving 100% of salaries from the state budget by June 15 have ended operations and dissolved 834 grassroots trade unions. The number of union members who are no longer union members for cadres, civil servants, and public employees receiving 100% salary from the state budget is 30,116 union members.
Transfer 648 grassroots trade unions with 61,642 union members in production and business units, trade unions and public service units that do not receive 100% of their salaries from the State budget to the Provincial Federation of Labor for management and direction of activities.
For full-time union officials at the Khanh Hoa Provincial Federation of Labor and industry unions, there have been 8 cases of early retirement according to their wishes, 1 civil servant, the Vice Chairman of the Provincial Federation of Labor, has been transferred to the Commune Secretary. There are 16 civil servants who will be transferred to 2 departments of the Provincial Federation of Labor after the merger of provinces and 5 civil servants who will be transferred to other departments in the Front and mass organizations from July 1.
The Standing Committee of the Khanh Hoa Provincial Federation of Labor has completed the regulations and submitted to competent authorities on supporting funding for implementing the policy on early retirement and termination of employment according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP of the Government for cadres, civil servants and employees with a total amount of more than 21.8 billion VND.
Regarding the model of Commune/Ward Trade Unions and Special Zone Trade Unions, the Khanh Hoa Provincial Federation of Labor is developing a project to submit to the Khanh Hoa Provincial Party Committee for consideration.
According to the project to merge Khanh Hoa Provincial Federation of Labor and Ninh Thuan Provincial Federation of Labor into Khanh Hoa Provincial Federation of Labor (new), there will be a reduction of 1 Trade Union Working Committee and a new establishment of the Industrial Parks Trade Union Committee.
Transfer tasks of a common and similar nature to the general advisory and support committees of the Vietnam Fatherland Front Committee of the province.
For public service units, the Tu Thien Fund of Khanh Hoa Trade Union, the Trade Union Shelter Fund of Ninh Thuan Provincial Federation of Labor, will be transferred to the Vietnam Fatherland Front agency of the province
Enter the status quo of civil servant payroll and labor contracts of the two Labor Federation agencies, Industry Trade Union and equivalent, and affiliated public service units.
For cadres who are Chairmen and Vice Chairmen holding positions under the management of the Provincial Party Committee Standing Committee shall comply with the decision of the Provincial Party Committee Standing Committee.
Civil servants hold leadership and management positions according to the management decentralization (head and deputy head). Of which, the Trade Union Working Committee plans to have 17 positions, the Industrial Parks Trade Union plans to have 9 positions; the Committee leaders include the Head and 2 Deputy Heads.
For civil servants and public employees who do not hold leadership or management positions, employees will be transferred to the status quo, and at the same time, arranged and arranged personnel appropriately to meet job requirements.
In the immediate future, the Trade Union Working Committee will be arranged to work at the headquarters of the Khanh Hoa Provincial Federation of Labor, the Industrial Parks Trade Union Committee will work at the headquarters of the old Nha Trang City Federation of Labor. The Trade Union Office of the Zhilep Industrial Parks - Provincial Economic Zone in Suoi Dau Industrial Park is the representative facility.
