On May 28, a representative of Khanh Hoa Provincial Social Insurance informed that recently, the provincial agency has issued 19 decisions to sanction enterprises with long-term social insurance (SI) debts with a total amount of VND 825 million.
Accordingly, the Provincial People's Committee issued 3 decisions to sanction administrative violations in the field of social insurance and health insurance (HI) with a total amount of more than 435 million VND for Viet DASAVI Specialties Fertilizer Company Limited (158 million VND), Bac Lieu Seafood Joint Stock Company Branch (180 million VND), Mai Linh Nha Trang Company Limited (more than 97 million VND).
Khanh Hoa Social Insurance also issued a decision to sanction violations of social insurance and health insurance against 16 enterprises with a fine of VND 389 million. The enterprise was fined the highest at 49 million VND and the lowest at 10 million VND. In particular, Green Tropical Construction Company Limited was fined VND 30 million for administrative violations of health insurance.
According to statistics by the end of the first quarter of 2025, the total debt of social insurance, health insurance, Unemployment insurance (UI), occupational accident and disease insurance (OSI) in Khanh Hoa is more than 338.5 billion VND.
Of which, the unit owes social insurance, health insurance, unemployment insurance, unemployment insurance - Internal income insurance more than 270.8 billion VND, including unemployed enterprises but still owes more than 40.6 billion VND, late payment interest of more than 52.3 billion VND, and the unided health insurance budget of 15.342 billion VND.
Units that owe for 1 month have 1,629 units (excluding 791 units that are no longer operating but still have a shortage) that owe social insurance, health insurance, unemployment insurance, unemployment insurance - Internal income insurance with the amount of 191,449 million VND. Concentrated on non-state enterprises with 1,453 units, debt of VND 114,391 million.
The number of units in Nha Trang city with debts of 1 month or more accounts for a large proportion of the total number of debtors and debts in the whole province. The number of units with debts of 6 months or more is 395 units with a debt of VND 102,263 million.
Some units with large debts continue to owe and lack coordination with social insurance agencies to repay debts such as Nha Trang Shipbuilding One Member Co., Ltd., Cam Ranh Shipbuilding One Member Co., Ltd., Nuoc Thuy Supply Construction Joint Stock Company No. 12, Ben Du Thuyen hospitality Joint Stock Company, Truong An Construction Company Limited...
At the 2025 dialogue program with provincial leaders and workers, union member Doan Ngoc Cu - was upset about many workers losing their rights when participating in social insurance.
According to Mr. Cu, in the past, the situation of employers not paying, evasion or business enterprises operating at a loss and falling into bankruptcy and not paying social insurance of employees to social insurance agencies has caused employees to not be able to take timely leave during maternity leave, well-being leave, or sick leave under social insurance.
Especially for employees who quit their jobs at enterprises, closing social insurance participation books takes a lot of time, even failing to close social insurance books. The situation of employees not receiving unemployment insurance due to exceeding the prescribed time limit (within 90 days from the date of signing the termination decision) is happening more and more.
Mr. Cu suggested that the leaders of the Provincial People's Committee and the sector have a plan, measures, policies and directions to handle the above situation, so that employees participating in social insurance can fully enjoy the benefits according to State regulations.
Responding to the above content, the representative of Khanh Hoa Social Insurance said, Social Insurance agencies at all levels coordinate with the Public Security sector to strengthen the collection and collection of social insurance debts according to the Coordination Regulation No. 2492/KHPH-CAT-BHXHT on performing the task of protecting national security, ensuring social order and safety, fighting and preventing crimes in the fields of social insurance, unemployment insurance, and health insurance.
At the same time, issue documents urging debt collection and collection to units that owe social insurance, unemployment insurance, and health insurance. Strengthen specialized inspection work; Interdisciplinary Working Group on social insurance and health insurance debt collection of provincial and district tax collection and evasion of social insurance and health insurance payments.
Khanh Hoa Social Insurance coordinates with all levels and sectors to organize the implementation of regulations on fraud and evasion of social insurance, health insurance, and unemployment insurance payments for employees according to the provisions of the Penal Code. Proactively coordinate with all levels and sectors to strengthen all debt collection and collection solutions to ensure the rights and interests of employees participating in social insurance.
