Long-term insurance debt
According to the Social Insurance (SI) of Thieu Hoa district, Thanh Hoa province, Van Ha Garment Joint Stock Company (in Thieu Hoa town, Thieu Hoa district) has nearly 800 employees participating in social insurance. However, this company has been late in paying social insurance since September 2023, late in paying health insurance since December 2024, late in paying unemployment insurance since November 2024, and late in paying occupational accident and disease insurance since August 2024.
As of December 31, 2024, this company had delayed paying insurance for 799 workers, with a total amount of more than 13.6 billion VND. The delay in paying insurance has greatly affected the rights of workers, causing public outrage. Many times, workers stopped working collectively, affecting security and order. Typically, on January 21, 22 and 23, 2025, many workers of Van Ha Garment Joint Stock Company stopped working collectively to request that the company pay December salary, 13th month salary bonus and pay social insurance debt.
Immediately after the incident, the Thieu Hoa District Labor Federation coordinated with relevant agencies to go to Van Ha Garment Joint Stock Company to record the workers' petitions, then worked with the company's representative. At the meeting, the company gave many reasons for the difficulties leading to the delay in December's salary and the 13th month's bonus. At the end of the meeting, the company's leaders decided to pay the December 2024 salary, and the company will try to arrange the 13th month's salary bonus and the workers' insurance debt.
According to the Thieu Hoa District Social Insurance, the company's late payment of insurance has been regularly urged by the unit and related sectors, however, the company's late payment of insurance has not been resolved, with a large amount of late payment and a long number of months. The functional sectors have also repeatedly fined this enterprise hundreds of millions of VND. Typically, in August 2022, the Chief Inspector of the Ministry of Labor, War Invalids and Social Affairs issued a decision to fine 156 million VND.
Join the fight to protect workers' rights
The representative of the Labor Union of Thieu Hoa district, Thanh Hoa province said that the delay in paying some benefits caused the workers to stop working, after that the unit coordinated with the relevant agencies to record the opinions of the workers, worked with the company's representatives to come up with a solution. Regarding the issue of social insurance debt at this enterprise, the authorities of Thieu Hoa district and Thanh Hoa province are investigating to ensure the rights of the workers.
On January 23, the Thieu Hoa District Social Insurance submitted a petition to the Thieu Hoa District Police Investigation Agency, requesting to initiate a criminal case against the act of insurance evasion occurring at Van Ha Garment Joint Stock Company. Along with that, the Thieu Hoa District Social Insurance also requested to handle the responsibility of the Director of this company.
Receiving the request of the Thieu Hoa District Social Insurance, most recently (February 5), the representative of the Thieu Hoa District Police said that the unit is requesting the Thieu Hoa District Social Insurance to provide relevant documents and records. On that basis, the police agency will consider whether there are signs of violations or not, in order to accept and resolve the case.
