Over 700 businesses in Ninh Binh have long-term social insurance debts

Ninh Binh - In the province, there are currently more than 700 units and enterprises owing social insurance with a total amount of over 101 billion VND.

According to data from Ninh Binh Social Insurance, as of November 30, the total outstanding social insurance and health insurance debt in Ninh Binh province was VND287,271 billion, equivalent to 7.17% of the total receivables. Of which, 704 enterprises owed for 3 months or more with the amount of VND101,720 billion.

Some units and enterprises owe large amounts of money and have been in debt for many years, such as: LILAMA Mechanical Installation Joint Stock Company owes 61 months with a total amount of over 19.1 billion VND; Duong Giang Company Limited owes 88 months with a total amount of over 7.2 billion VND; Song Chanh Brick and Tile Joint Stock Company owes 83 months with a total amount of over 3.3 billion VND; Minh Dang One Member Company Limited owes 72 months with a total amount of over 3.5 billion VND....

The situation of units and enterprises owing social insurance for a long time has significantly affected the rights of thousands of workers. It is worth mentioning that, while units and enterprises still deduct employees' salaries every month to pay social insurance, in reality they do not pay. Only when employees are sick, pregnant or transferred to work, do they come to the social insurance agency to complete the procedures do they realize.

Mr. Pham Ngoc Son - Deputy Director of Ninh Binh Social Insurance said that the delay in paying compulsory social insurance for employees by units and enterprises in Ninh Binh has caused many employees to face difficulties, many employees cannot close their social insurance books when changing jobs. Even many employees who are sick or on maternity leave cannot resolve their social insurance regimes according to regulations.

According to Mr. Son, currently, the handling and collection of social insurance, unemployment insurance and health insurance arrears for units is facing many difficulties, such as the limited awareness of law compliance of some enterprises, especially non-state enterprises. Most enterprises are too profit-oriented, deliberately do not pay, delay in paying social insurance, unemployment insurance and health insurance arrears, seriously affecting the rights of employees.

In addition, sanctions for violations are not strong enough, which is also a reason why units and businesses delay paying social insurance, unemployment insurance, and health insurance debts.

In the coming time, Ninh Binh Social Insurance will continue to promote the activities of the Inter-sectoral Working Group established by the Provincial People's Committee and the People's Committees of districts and cities to work directly and guide units to properly implement the provisions of the law on Labor Law, Social Insurance, Unemployment Insurance, Health Insurance and Trade Union Law. At the same time, select for surprise inspections of the Social Insurance, Health Insurance, and Unemployment Insurance sectors for a number of units and enterprises with arrears of 3 months or more and publicly announce on the mass media the identities of units with large arrears...
