Basis to persuade businesses to continue investing in training
Speaking at the discussion session, Mr. Cao Minh Hoa - Chairman of the Trade Union, Technical Director of TH Milk Joint Stock Company - said that in the context of the country accelerating industrialization, modernization and comprehensive digital transformation, the requirements for the workforce are increasingly high.
Not only needing solid skills, today's workers also need to have professional skills, industrial style, ability to adapt to new technologies and a spirit of innovation. This poses a very large responsibility for the Trade Union organization in accompanying businesses and workers in training and fostering human resources, meeting development requirements in the new period.
From practical activities, Mr. Cao Minh Hoa believes that the next term needs to synchronously implement solutions to improve the quality of human resources and labor productivity. First of all, it is necessary to innovate propaganda, raise awareness of union members, workers and employers about the role of vocational training, improve qualifications and professional skills; and at the same time build a lifelong learning culture among workers.
Mr. Cao Minh Hoa said that any investment needs to bring specific value. According to him, the process of persuading businesses to invest in training is not simple, especially in the early stages when the effectiveness is not immediately seen.
He said that trade unions and businesses have proactively allocated resources to organize training programs for potential workers, even when they initially did not receive complete consensus from businesses.
After that, the unit focuses on proving effectiveness with specific results that workers achieve after training, such as work performance capacity, innovation initiatives and values brought to the business.
Some initiatives in just 3 months have helped the company save about 12 billion VND. These specific products are the basis to convince businesses to continue investing in training" - Mr. Hoa said.
According to Mr. Cao Minh Hoa, to ensure efficiency, businesses evaluate the input capacity of workers, build a clear training roadmap, and apply a KPI evaluation system both in theory and practice. These criteria are linked to the career development roadmap of each individual.

Mr. Cao Minh Hoa affirmed that the KPI system is directly linked to the career development roadmap of workers. When capacity and professional position are improved, income will also be improved accordingly.
He explained that at enterprises, each level of competence is associated with a certain salary frame. When employees meet the criteria in the career development roadmap and are promoted to a higher level, they will receive a salary belonging to the corresponding higher frame.
Businesses can reward immediately when employees propose initiatives
Mr. Le An Hai - Member of the Presidium of the Vietnam General Confederation of Labor, Chairman of the Vietnam Trade Union of Industry and Trade - said that one of the major orientations in the coming time is to expand trade union activities in the non-state economic sector, especially the private enterprise sector, small and medium-sized enterprises.
This will be a key area for the Vietnam Trade and Industry Union to implement activities to support improving labor productivity, developing vocational skills and building harmonious labor relations.
According to Mr. Hai, many businesses have built a timely reward mechanism for new ideas. As soon as employees come up with creative ideas, businesses can reward from 100,000 VND to 500,000 VND to encourage creativity.
Some units apply a bonus mechanism at a rate of 5% to 10% of the profit value of the initiative implemented in practice" - Mr. Hai said.
He cited that a unit under the Vietnam Trade Union of Industry and Trade awarded Tet achievements to an individual with an amount of up to 531 million VND thanks to an initiative that brought high efficiency in production and business. This is the case at Tien Phong Plastic Joint Stock Company.
Ensuring harmony between the rights of workers and the development goals of enterprises is the basis for building effective emulation movements, contributing to improving labor productivity, improving income and creating long-term motivation for workers" - Mr. Hai said.
Sharing more from practice at the grassroots level, Mr. Mai Manh Dung - Chairman of the Trade Union of Vietnam Engine and Agricultural Machinery Corporation - JSC (VEAM) - said that a group of workers at Honda Vietnam Company were rewarded up to 5 billion VND along with a trip to visit and study in the US thanks to the initiative that brought great value to the business.
According to Mr. Dung, it is expected that in August, VEAM Trade Union will organize a thematic workshop to clarify the responsibilities of businesses and trade union organizations in supporting workers in the face of technological changes; and at the same time develop retraining and career change plans...
Speaking to direct at the discussion center, Standing Vice President of the Vietnam General Confederation of Labor Thai Thu Xuong said that practice shows that where the emulation movement is organized widely, practically, and effectively, labor productivity is improved, initiatives are promoted, labor relations are harmonious, businesses develop sustainably and workers' lives are gradually improved.
Emulation movements not only create motivation for each individual and collective to strive to complete tasks well, but also contribute to consolidating trust and strengthening the bond between workers and the Trade Union organization, with businesses and with the overall development of the country" - Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong said.
