At the conference to survey the use of labor leasing services organized by the Hai Phong City Labor Federation (HHF) on September 11, representatives of 13 enterprises in the West of Hai Phong raised many difficulties and proposed solutions to ensure human resources for production.
According to Ms. Nguyen Thi Huong - representative of Biel Crystal Company Limited (Nam Sach Industrial Park), in August alone, the unit needed to recruit more than 3,000 workers, including up to 2,000 from outside services. Although the demand for recruitment is high, local human resources are scarce, seasonal workers are almost non-existent, directly affecting production activities.
Ms. Luc Thi Mai Huong - representative of the Trade Union of Nishoku Technology Co., Ltd. (Tan Truong Industrial Park) - said that out of 1,000 workers of the enterprise, 400500 people are subject to lease. Female workers are the majority, often busy with young children, the cost of childcare outside of work increases, causing income to decrease.
The Nishoku Technology Company Limited's Trade Union recommends that the City Labor Federation support the transmission of recruitment information on official platforms, taking advantage of the union's Zalo group to spread, helping businesses connect faster with job seekers.
From another perspective, Mr. Vu Hong Phong - representative of the Trade Union of Hulane Electronic Company Limited (Dai An Industrial Park) said that the lack of social institutions such as housing, kindergartens, schools, hospitals, connecting transportation... makes it difficult for workers from other provinces to stay long-term, while the recruitment demand of businesses is increasing.
Vice Chairman of the Hai Phong City Labor Federation Nguyen Van Phiet assessed that the city currently has about 140,000 workers in industrial parks but life is still lacking. He said that recruitment and subleasing of workers need to be legally bound, associated with vocational training.
In the future, the City Labor Federation will conduct further surveys in the Western region to assess the capacity of the vocational school system, and coordinate the organization of job fairs, attaching propaganda and accompanying utilities to attract human resources. The leaders of the City Labor Federation also requested that grassroots unions increase the dissemination of labor laws, organize research competitions to raise awareness among union members.
At the end of the conference, the Hai Phong City Labor Federation emphasized that it will fully synthesize recommendations and report to competent authorities, while closely coordinating with enterprises to both protect workers' rights and support sustainable production development.
