Recently, the Ministry of Home Affairs issued Decision No. 727, which includes content related to rotation procedures for civil servants in leadership and management positions.
Regarding the requirements and conditions for implementing administrative procedures, the Ministry of Home Affairs stipulates that civil servants in leadership and management positions must have at least 10 years of working time, calculated from the time of rotation.
For individuals who are rotated to implement the arrangement policy, but are not local or do not hold a position for more than 2 consecutive terms in a locality, agency, organization or unit, they must have enough working time according to the appointment term.
Special cases will be considered and decided by competent authorities.
In addition, individuals who are transferred must have a health certificate issued by a competent medical facility within 6 months; have a solid political stance and ideology, good moral qualities; professional qualifications, expertise, political theory, working capacity and development prospects; meet the standards and conditions prescribed by the position held during the transfer.
Individuals who are rotated must prepare documents such as comments from the Party cell where they reside for themselves and their families; declarations of assets and income according to regulations; assessments and comments of the Party cell and Party Committee of the agency where they work; assessments and comments in the last 3 years of the collective leadership of the agency, organization, unit on moral qualities, lifestyle, sense of organization, discipline, internal solidarity, working capacity, results of performing assigned duties and tasks (in which it is necessary to clearly identify specific products, achievements in work), limitations, shortcomings, violations (if any), prestige and development prospects...
The implementation process will go through 5 steps, including policy proposals; rotation personnel proposals; preparation of rotation personnel; exchanges with relevant agencies and civil servants expected to be rotated; organizing rotation.
