Social insurance debt, workers face more difficulties
For many years, 32 workers of the Dak Ha Commune Public Service Center (Quang Ngai) have been owed social insurance contributions, losing many basic benefits, having to pay hospital fees and compensate to enjoy regimes according to regulations. Ms. Vo Thi Quynh (32 years old, worker) informed: "Because of being owed social insurance contributions, workers lose many benefits regarding sickness, maternity, occupational accidents... Some workers give birth to young children but do not receive any benefits. The salary is meager, about 4 million VND/month. If I want to pay the owed social insurance amount along with the accrued interest, I will not have enough funds to cover living expenses and raise my children to study.
Many workers who have reached retirement age or quit their jobs have to run around everywhere, borrow money to pay off social insurance debts to solve retirement and unemployment benefits...
Mr. Nguyen Thanh Chung (43 years old, worker) angrily said: "For more than 10 years of attachment, working hard in a toxic and polluted environment, workers have all contributed to making streets and urban areas greener, cleaner, and more beautiful. Every month, the unit still deducts social insurance contributions from workers' salaries. I don't understand why that amount of money has not been fully transferred to the social insurance agency". Currently, the circumstances of many workers are very difficult; when sick, they also have to pay for hospital fees from their own pockets.
Upon receiving the reflected information, the Chairman of Quang Ngai Provincial People's Committee directed the Department of Home Affairs to preside over and coordinate with the Provincial Social Insurance to organize an inspection and verification of the case.
Applying the wrong toxic and heavy working regime
In June 2026, Ms. Dinh Thi Tra - Deputy Director of the Department of Home Affairs of Quang Ngai province - sent a report to the Provincial People's Committee for consideration and handling. Through working with relevant units, the Department of Home Affairs of Quang Ngai province assessed that violations in social insurance contributions not in accordance with regulations have arisen and lasted for many years, from 2007 to 2025.
Violations occurred through many management stages, with changes in the heads of units and specialized departments. The former Dak Ha District Center for Environment and Urban Services (later merged into the Dak Ha Commune Service Supply Center) has applied incorrect regulations on salary scales and salary levels as the basis for social insurance contributions; and has not adjusted the social insurance contribution level according to the actual salary paid to employees.
Although workers perform heavy and hazardous jobs, they are not properly ranked according to salary coefficients according to corresponding professional titles. The main obstacles are: Garbage collection at train stations and bus stations; street sweeping; driving; operating specialized vehicles to transport manure and garbage...
As of April 30, 2026, after recovering, adjusting and calculating late payment interest, the Dak Ha Commune Public Service Center still owes social insurance, health insurance, and unemployment insurance with an amount of more than 698 million VND to 32 workers.
The Department of Home Affairs of Quang Ngai province proposed that the Provincial People's Committee assign the Dak Ha Commune People's Committee to preside over and coordinate with the Provincial Social Insurance, the Dak Ha Commune Public Service Center and relevant agencies to review the entire case file; clearly define the responsibilities of collectives and individuals through each period.
On that basis, develop a plan to definitively handle outstanding social insurance debts and implementation funds. Dak Ha Commune People's Committee needs to direct the definitive overcoming of existing problems and violations; fully pay social insurance debts, not allowing additional interest arising from late payments, affecting the rights of employees. At the same time, prioritize allocating legal funds according to regulations to pay the remaining social insurance debts; report the results and progress of overcoming existing problems and violations to the Provincial People's Committee for monitoring and supervision.
