Article 5 of Decree No. 77/2021/ND-CP stipulates the funding source for implementing the seniority allowance regime for teachers as follows:
Article 5. Funding for implementation
1. The funding source for implementing the seniority allowance regime for teachers is used from the unit's legal revenue and funding sources guaranteed by the State budget, specifically:
a) For public educational institutions that self-insure regular and investment expenditures and public educational institutions that self-insure regular expenditures: The budget for implementing seniority allowances is guaranteed from the unit's career revenue.
b) For public educational institutions that self-insure a part of their regular expenditures: The budget for implementing the seniority allowance regime is guaranteed from the unit's career revenue and the state budget allocated according to the current state budget management decentralization.
c) For public educational institutions guaranteed by the State for regular expenditures: Funding for implementing the seniority allowance regime guaranteed by the state budget and allocated in the annual budget estimate of educational institutions according to the current state budget management decentralization.
2. In case the State implements the adjustment of the basic salary level, ministries, central agencies and centrally run provinces and cities are responsible for organizing, guiding, reviewing and synthesizing reports on the needs and funding sources for implementing the seniority allowance regime for teachers into the needs for implementing salary reform according to current regulations on determining the needs and funding sources for annual adjustments to the basic salary level; send to the Ministry of Finance for consideration and appraisal according to regulations.
