    There are 4 communal cadres expected to still have a leadership allowance of 351,000 VND/month in 2025.

    According to the provisions of Decree 33/2023/ND-CP, the level of leadership allowances of commune-level officials shall be calculated above the base salary.

    The current base salary prescribed in Decree 73/2024/ND-CP is VND 2,340,000/month.

    Recently, the National Assembly has agreed not to raise the salary of the public sector, pensions, social insurance allowances, monthly allowances, preferential benefits of people with meritorious services in 2025 in Resolution 159/2024/QH15.

    Therefore, it is expected that in 2025, the base salary will be applied 2,340,000 VND/month.

    According to Article 19 of Decree 33/2023/ND-CP, Secretary of the Ho Chi Minh Communist Youth Union, Chairman of the Women's Union, Chairman of the Farmers' Union, Chairman of the Veterans Association commune level.

    These 4 subjects are entitled to leadership positions equal to 0.15 base salary. Thus, the allowance level of these 4 subjects is 0.15 x 2,340,000 VND = 351,000 VND.
