The Ministry of Education and Training responded to this issue on the Government Electronic Information Portal as follows:
The seniority allowance for teachers is implemented according to the provisions of Decree No. 77/2021/ND-CP dated August 1, 2021 of the Government.
Accordingly, teachers who participate in teaching and education and have paid compulsory social insurance for 5 years (60 months) will be entitled to seniority allowance equal to 5% of current salary plus leadership position allowance and seniority allowance exceeding the framework (if any).
Ms. Nguyen Thi Thanh Van was recruited as an education official on July 1, 2024. Thus, when she was appointed to the professional title of teacher, when her probationary period ended, she was entitled to receive a seniority allowance for teachers. The consideration period was from October 2011.
