Firstly, on new policies, specific policies on social housing, workers' housing, the Vietnam General Confederation of Labor very agreed, hoping that in the coming time, the departments, ministries and branches - especially the Ministry of Construction, the Ministry of Finance and the State Bank - continue to advise and join the Government and the National Assembly to issue resolutions, as well as issue policies to remove difficulties and have difficulties and problems. submit and procedures in the selection of investors, buying and renting social houses. How to shorten time.

At the same time, it is recommended that the Government, thereby proposing the National Assembly to regulate the process and procedures for investing in social housing for no more than 1 year.

Today's workshop has proposed many fundamental solutions to resolve the issue. There needs to be a policy so that investors of social housing projects can access capital easily, with many preferential policies.

For workers - those who need to rent or buy social housing - also need to access this source of capital. We would like to accept and synthesize it for proposal and recommendation to competent authorities.

The procedures for leasing and purchase are also mentioned a lot. There are many opinions that currently, the rental and purchase procedures are still cumbersome. Therefore, there should be proposals and recommendations to solve this problem, how to make the lease-purchase procedures faster. This is a problem that seems simple but in reality is very difficult.

Regarding the quality of social housing projects, workers and those who need to rent - buy are very eager to live in good quality houses. To have good quality but low-cost social housing, there must be support mechanisms and policies from the State and society. This is a very important issue.

Regarding the responsibilities of departments, ministries, branches, and localities, the workshop also raised many contents. We would like to accept and synthesize to make recommendations to competent authorities.

For workers' housing invested by the Vietnam General Confederation of Labor, we are very determined in implementing these projects. According to the report of comrade Le Van Nghia - Head of the Trade Union Institution Project Management Board - currently, the Vietnam General Confederation of Labor has completed the project in Ha Nam with 5 blocks, nearly 200 apartments. Basically, workers have come to rent houses and fill the houses.

“According to the general plan, from now until the end of the year, we will start 4 more projects in Tien Giang, Ben Tre, Bac Giang and Bac Ninh with a total of 2,200 apartments, expected to be completed at the end of 2026. According to the master plan, from 2026 to 2030, we continue to implement 10 more projects in provinces and cities across the country. According to Mr. Phan Van Anh, regarding capital sources, the Trade Union organization has fully prepared financial resources to implement 15 social housing projects from now until 2030, without any obstacles.

Regarding rental prices, the General Confederation of Labor determined that there must be real incentives, not setting profit goals in renting housing for workers from the Trade Union organization. The capital recovery period, the State stipulates, can be 20 years, but the Vietnam General Confederation of Labor plans to recover capital within 50 years and have support policies for union members and workers.

In particular, the Trade Union organization is very concerned about the issue of workers' housing, including: planning, quality, living environment - how to make workers' housing areas truly a livable place.

Responding to this issue, Mr. Le Van Nghia - Head of the Trade Union Institution Project Management Board said that the Vietnam General Confederation of Labor has sent a document to the Hanoi People's Committee on allocating land to build houses for workers and laborers in the city.

"According to the plan, the implementation of the Trade Union Institution Area in Hanoi will be implemented in the period of 2026 - 2030" - Mr. Nghia said.

In Bac Ninh - Bac Giang, it is expected that in the fourth quarter of 2025, the Vietnam General Confederation of Labor will deploy the construction of 2 Trade Union institutional areas with a scale of 1,100 apartments, with rental prices ranging from 1-3 million VND.

"The rental price of the apartment is 3 million VND/month with amenities up to 54m2 with 2 bedrooms, with basic interior investment, suitable for large families" - Mr. Nghia said.

16:00: Workers hope to be guided to buy social housing directly, without intermediaries

However, access to information is currently difficult. Many workers do not know where to register to buy, and there are even cases of being scammed out of money for buying through a broker. We really hope to receive clear instructions so that we can buy a house directly from the investor, not through intermediaries.

"The procedures and conditions for being approved to buy social housing have strict criteria, because this is a type of housing for policy beneficiaries. Workers in need need to directly contact the investor or Project Management Board for guidance and document verification by competent authorities. After being confirmed to be eligible, the investor will approach and resolve the issue directly at their head office or representative office at the project. People should absolutely not buy through any intermediary or thief to avoid risks and ensure legitimate rights".

At the workshop, when Mr. Phan Van Anh - Vice President of the Vietnam General Confederation of Labor asked about difficulties in the conditions for purchasing social housing, Mr. Pham Cong Doan - Deputy General Director of Arita Joint Stock Company - pointed out that one of the typical difficulties at present is the confirmation of income for freelance workers.

“As a rule, in order to consider buying social housing, the income of the spouse must be less than 15 million VND/month. However, the confirmation of income depends on the local government, namely the People's Committee of the commune or the ward where the workers reside. For free workers, this is almost impossible. Many cases, workers come to the People's Committee of the commune/ward to apply for confirmation, the local officials cannot be rejected because the labor force cannot be rejected because there is no affiliation of the labor force. Freedom.

Mr. Doan said that this is one of the major "bottlenecks" that makes many freelance workers - despite their actual conditions - still unable to complete their documents to buy social housing. This requires solutions from management agencies to ensure that social housing policies truly reach the right beneficiaries.

15:38: Regulating the responsibilities and roles of localities in allocating land funds for social housing construction

According to Dr. Nguyen Van Dinh - Chairman of the Vietnam Real Estate Brokers Association, there are 4 groups of issues in the implementation of social housing construction in the recent period: issues related to land fund, institutional issues, capital issues, market output issues.

"These groups of problems lead to slow implementation and poor implementation of the Government's 1 million social housing program" - Mr. Dinh said.

Regarding the group of institutional issues, according to Mr. Dinh, there are many procedures such as " covering nails" to challenge investors. The fact that procedures are both difficult and prolonged causes costs to increase, leading to investors not being interested in participating in the construction of social housing projects.

Therefore, the upcoming Resolution will be the most open and profound resolution in addressing institutional issues emphasized the Chairman of the Vietnam Real Estate Brokers Association.

Regarding the group of land fund issues, according to Mr. Dinh, land funds are decided by the locality. However, many localities do not support or create conditions. This makes it impossible for businesses to access land funds for construction, and for people not to access social housing.

"We hope to have more regulations on the responsibilities and role of localities in arranging land funds for social housing construction, especially the creation of land funds" - Mr. Dinh said.
Regarding the group of capital issues, banks have proposed many mechanisms and credit packages to serve the development of social housing.However, investors are still stuck with regulations and procedures on loans, some conditions for borrowing and interest rate problems.Therefore, Mr. Dinh proposed to have a fund to develop social housing.

Finally, regarding the issue of output, Mr. Dinh said that this is an important issue, deciding whether the enterprise is interested in the project or not. "Currently, the regulations are quite open. However, the problem is who is responsible for confirming to the people to buy social housing. Therefore, switching from pre-inspection to post-inspection will help "untie" this problem" - Mr. Dinh commented.

14:40: "The most important thing is to have a supply of social housing and products suitable for consumers"

Economic expert Nguyen Minh Phong said that the thoughts and opinions of businesses are worth noting, representing the opinions of people involved.

Mr. Phong said that there must be a mechanism to create conditions for businesses. The opinions and proposals of businesses must reach the authorities. Based on the legal basis, recommendations and proposals from businesses must be received and processed within the framework.

"The benefits must be harmonious between the interests of the State and enterprises. The most important thing is to have a supply and products suitable for consumers to meet social needs, ensuring orientation in the process of building and developing social housing" - Mr. Phong said.

According to Mr. Nghia, workers inside and outside the industrial park are entitled to submit dossiers to rent in the Union Institute of Union, certified by trade unions and businesses. 15:30: Remove legal obstacles to bring social housing to the right hands of workers

At the Social Housing Development Workshop, Mr. Pham Cong Doan - Deputy General Director of Arita Joint Stock Company - shared about the implementation process of the social housing project in the union institutional area in Dong Van ward, Duy Tien town, Ha Nam province. This is a project of profound social significance, contributing to realizing the major policy of the Party and State in caring for the lives of workers and laborers.

According to Mr. Doan, the social housing project in Dong Van trade union institutional area is invested in a methodical manner, with the following scale:

Land area for social housing construction: 10,851 m2, including 4 14-storey apartment buildings with 906 apartments, flexible area from 36 m2 to 62 m2, suitable for the needs of low-income workers.

Land area for adjacent commercial housing construction: 2,678 m2 with 29 apartments.

Kindergarten: 2,189 m2.

Sports area, landscape trees: 2,576 m2.

Parking lot: 3,414 m2.

The total investment of the project is up to 573.7 billion VND.

Regarding the implementation progress, the technical infrastructure and adjacent houses have been completed and are under handover. Social housing apartment buildings are being constructed on schedule, with a plan to hand over each stage: In the second quarter of 2025, buildings 1.2 and 2.1 will be completed; in the third quarter of 2025, buildings 2.2 and 2.1 and 2.1 will be completed in the fourth quarter of 2025.

The project is implemented with full legal basis according to current legal regulations: investment approval, detailed planning, technical design and construction permit.

Socially, this is one of the key projects of Ha Nam province, contributing to solving the housing needs of workers and low-income people, promoting social security and socio-economic development.

Despite the favorable implementation of infrastructure and legality, Mr. Pham Cong Doan frankly pointed out many problems in the process of implementing legal procedures so that people can buy social housing.

1. The approval process is still complicated, causing difficulties for workers:

People must prove many conditions (no housing, low income, stable residence, working in the locality...).

In particular, freelance workers have difficulty requesting income confirmation according to Circular 05/2021/BXD form; many People's Committees of communes/wards refuse to confirm or do not respond in writing.

The Department of Construction requested confirmation from the locality many times, causing overlap and prolonging the time.
Confirmation of assets attached to land is still inadequate: many records are removed because the land use right certificate states that it is agricultural land, or because the buyer's parents own the land - which is not in accordance with the spirit of Decree 49/2021/ND-CP.

2. People are still afraid and reserved:

Complex procedures make many people afraid, not bold in submitting documents or leave them unfinished, leading to a small number of valid documents, affecting the progress of apartment distribution.

3. Lack of effective coordination between agencies:

There is no clear mechanism for connectivity in verifying the conditions of beneficiaries of buyers, especially for workers from other provinces. Many localities are still confused, handling documents late, affecting people's rights and project progress.

Faced with this situation, Mr. Doan suggested that administrative procedures should be simplified: Ha Nam provincial authorities at all levels, especially the Department of Construction, need to review and issue a concise approval process to eliminate duplication. Prioritize digitalization and the application of technology in receiving and processing documents.

Establish an interdisciplinary working group in the locality: The working group has the function of supporting people in making records, verifying beneficiary conditions, avoiding the situation of shirking responsibility between departments and branches.

Strengthen communication of social housing policies: Strengthen information dissemination through newspapers, social networks, trade unions... so that workers clearly understand their rights and proactively participate.

"We affirm that we will strictly comply with the law, ensure the quality and progress of the project, and support people in the process of completing the documents. We hope to continue to receive support and assistance from management agencies so that social housing policies can truly reach those in need, at the right time, and to the right subjects" - Mr. Doan said.

15:05: The boost of capital flows into the social housing segment in 2025

According to Dr. Nguyen Minh Phong (economic expert), developing social housing is always one of the major, consistent policies of the Party and the Government to ensure social security.In the current context, when the housing needs of low-income people and workers are increasingly urgent, the issue of resources - especially capital - becomes a key factor determining effective implementation.


Presenting the paper "The new resilience of capital sources for the social housing segment", Mr. Phong emphasized 3 main groups of contents, including: Policy system to create momentum for capital flows; Positive signals from implementation; Necessary solutions to unblock and optimize capital flows.

Regarding the policy of paving the way for capital flows, Mr. Vo Nguyen Phong said that 2024-2025 recorded many important policy movements creating momentum for capital flows to invest in social housing, such as:

Decision No. 338/QD-TTg approving the Project to build at least 1 million social housing apartments in the period of 2021-2030 - this is a strategic guideline, setting clear targets for the whole country.

Directive No. 34-CT/TW dated May 24, 2024 of the Secretariat and Decision 927/QD-TTg dated August 30, 2024 have clarified the leadership role of the Party and concretized the social housing development strategy in the new period.

Official Dispatch 130/CD-TTg signed by the Prime Minister and issued on December 10, 2024 requires ministries, branches and localities to urgently review and supplement the planning and land fund for social housing, speed up the approval of the project, and at the same time strengthen inspection and handling of violations.

Along with that, the Ministry of Construction has assigned a target of completing 130,000 social housing apartments in 2024, coordinating to organize many conferences to remove obstacles with the participation of the Government, ministries and localities.

According to Mr. Phong, thanks to the policy of opening the way, 2024-2025 will witness credit and socialized capital flows pouring into the social housing segment:

In particular, preferential credit programs of VND 120,000 billion have begun to be effective. State-owned commercial banks such as Agribank, BIDV, VietinBank, Vietcombank are implementing disbursement at preferential interest rates 1.52% lower than the market.

In Ho Chi Minh City, from 2021 to present, 5 social housing projects have been completed with more than 2,300 apartments, 21 businesses have registered to build 52,000 more apartments from independent land funds; in addition, there are 18,000 apartments from land areas calling for investment and public capital.

Regarding solutions for real and sustainable social housing development, Mr. Phong emphasized the need to synchronously deploy groups of financial and policy solutions.

First, shorten procedures and expand loan conditions: it is necessary to simplify the disbursement process of the VND120,000 billion package; reduce preferential interest rates for social housing buyers to below 5%; expand borrowers to include illegal workers and investors of leased projects.

Second is to increase public investment capital and trade union finances: Supplement capital from the State budget to implement social housing projects for rent; Allow the Vietnam General Confederation of Labor to continue investing in workers' housing from trade union financial resources; Support credit guarantees and tax exemptions for projects designated for implementation.

Third is the development of land funds and investment cost refund mechanisms: Publicly and standardize the list of land funds for social housing; have clear regulations on compensation for site clearance and infrastructure investment costs; prioritize the arrangement of public land located near industrial parks and new urban areas.

Finally, mobilize long-term socialized capital: Allow the establishment of social housing real estate investment trust funds (REITs); encourage businesses to issue green bonds specifically for the social housing sector; strengthen public-private cooperation in investing, managing and operating social housing, especially in large cities.

According to Dr. Nguyen Minh Phong, capital flow is the "vacuum" for the social housing segment to shift from policy to reality. The policies are effective, but still need a clear legal corridor, stronger financial resources and strong coordination from the central to local levels.

If we can remove capital bottlenecks, we will create a breakthrough in social housing development, contributing to ensuring social security, retaining workers, stabilizing the real estate market and promoting sustainable growth, said Mr. Phong.

14:50: Vietnam General Confederation of Labor and the results of developing social housing for workers

According to Mr. Le Van Nghia - Head of the Trade Union Institution Management Board, Vietnam General Confederation of Labor, implementing Decision 1655/QD-TTg of the Prime Minister, the Vietnam General Confederation of Labor has successfully deployed the Ha Nam Trade Union Institution Area in Dong Van 2 Industrial Park, Duy Tien Town, Ha Nam Province. Here, in addition to 244 social housing apartments for workers, the institutional area also includes cultural and sports works serving the spiritual life of workers.

This model has proven effective in creating a stable and convenient living space, connecting the working community and contributing to retaining workers in industrial parks.

According to the Housing Law effective from August 1, 2024, the Vietnam General Confederation of Labor is officially identified as the governing body, responsible for directly investing in the construction of social housing projects for workers to rent, using trade union financial resources.

On that basis, the General Confederation of Labor has assigned the Trade Union Institution Project Management Board to be the investor, implementing a plan to build social housing for workers nationwide, according to a roadmap of three phases.

“On the basis of the housing law, in the first phase (2024 - 2025), we plan to invest in housing areas in four provinces and cities including: Tien Giang, Ben Tre, Bac Ninh and Bac Giang. It is expected that at the end of July, it will start social housing projects for workers in Tien Giang. Feasibility study, which is submitting to the provincial People's Committee.

In the period of 2026 - 2030, the Vietnam General Confederation of Labor will continue to review provinces and cities - places with a large number of workers and laborers - and coordinate with localities to have land to build social housing.

The Head of the Union Institutional Management Board said that in the process of the Ministry of Construction, the drafting of a pilot resolution on specific policies on social housing development with the participation of the Vietnam General Confederation of Labor. This resolution will help shorten at least 4-6 months on bidding.

14:20: Can the dream of 1 million social housing units be realized by 2030?

At the workshop, Mr. Ha Quang Hung - Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) presented a speech: "Some notable points in the Draft Resolution on Special Policies for Social Housing Development".

According to Mr. Hung, in recent years, developing social housing has become one of the key contents of the socio-economic development strategy. This becomes even more urgent in the context of rapid urbanization, the housing demand of low-income people and workers in industrial parks is increasing.

At today's workshop, we would like to present some outstanding results in the first 4 months of 2025, and at the same time propose some solutions to promote the social housing sector in the coming time.

Regarding planning and land allocation, according to Mr. Hung, up to now, the whole country has had 1,309 planned locations for social housing development, with a total area of about 9,737 hectares. This is a clear demonstration of the commitment of localities to implement the Government's direction, ensuring adequate land allocation for the housing segment for low-income people.

Regarding the implementation of the 1 million social housing projects, Mr. Hung said that according to statistics as of April 30, 2025, the whole country has 679 social housing projects being implemented, with a total scale of 623,051 units. Of which, 108 projects have been completed (73,075 units); 152 projects have started construction (130,963 units); 419 projects have had investment policies (419,013 units).

Regarding the investment results in the first 4 months of 2025, Mr. Hung said that there are currently 15,614 completed social housing units; 20 new projects have been started, with a scale of 19,492 units.

"The above figures show the acceleration in project implementation, but also show a lot of pressure on the remaining work in the year to complete the goals assigned by the Prime Minister," Mr. Hung stated.

Regarding inspection, supervision and support for localities, the Deputy Director of the Department of Housing and Real Estate Market Management (Ministry of Construction) said: On March 18, 2025, the Prime Minister assigned the Ministry of Construction to preside over the organization of inspection teams, urge and guide localities to ensure the completion of social housing development targets. The Ministry has established 16 working groups, directly inspecting key localities such as: Hanoi, Ho Chi Minh City, Bac Giang, Bac Ninh, Hai Phong, Thanh Hoa, Ha Tinh, Quang Nam, Binh Thuan...

The results of the synthesis show that: the target assigned to 16 localities is 54,002 units, of which localities are committed to being able to complete 47,460 units, reaching about 88%. After the inspections, the Ministry of Construction issued a notice of conclusion, requesting localities to step up direction and resolutely carry out assigned tasks.

In order to continue solving difficulties and creating a real breakthrough in social housing development, the Ministry of Construction identifies 5 key task groups: Closely coordinating with the National Assembly to complete and approve the resolution on specific mechanisms; Formulating the Decree guiding the implementation of the Resolution and expected to be issued in July 2025; Promote propaganda, training and dissemination of policies to localities and businesses; Review and perfect the legal system, remove the bottlenecks in practice; Strengthen inspection, supervision, ensuring that localities are fulfilled properly and sufficient assigned targets.

“Social housing development is not only a basic construction problem, but also a political task, social security responsibility and a Government's commitment to the people.With high political determination, close coordination from the central to local levels, and the companionship of businesses and people, we have the basis to believe that the goal of building 1 million social houses is feasible.

The Ministry of Construction is committed to continuing to accompany and support localities and businesses in the implementation process, so that social housing can truly become a pillar of settlement for millions of low-income people across the country, said Mr. Hung.

To implement social housing projects, the procedures and documents are no different from implementing commercial housing projects, even more difficult, arduous, and complicated. If so, it is likely that the target of completing 1 million social housing units will not be completed. Therefore, localities and businesses also propose to have a more open mechanism, further untieing social housing projects. Therefore, the Government has submitted to the National Assembly to issue a pilot Resolution of the National Assembly on a number of specific mechanisms for social housing development in the coming time, aiming to reduce administrative procedures, have more preferential mechanisms for investors as well as conditions for workers, laborers, civil servants and public employees to enjoy social housing policies.

According to Mr. Hung, in the coming time, it will set up a national housing fund because one of the bottlenecks in recent years, although there has been a mechanism to support investors to access preferential capital, however, these sources are mainly from the state budget, the budget capital has not met the task of social housing. So investors are very difficult to access capital. Therefore, the National Assembly decided to establish a national housing fund, this is an non -budget financial fund and operating with non -profit purposes with two central and local levels, with many sources such as budget sources, voluntary support of individual organizations, selling houses ...

"The purpose of this fund is mainly to invest in construction, creating a social housing fund for rent, so that many people can access and benefit from this type of housing," said Mr. Hung.

The Vice Chairman said that according to the report of the Ministry of Construction, from 2021 to now, the whole country has 655 social housing projects implemented, 103 projects have been completed. However, the number of apartments to date has only reached 15.6% of the target of the Social Housing Development Project.

“Some localities have actively implemented the construction, completed projects, reaching a high rate compared to the project's target to 2025; For workers ” - Mr. Phan Van Anh said.

According to experts and businesses, the problem in building social housing has 3 "bottlenecks" which are legality, capital, and land fund.

The Vice Chairman hopes that, within the conference framework will share, analyze the causes and propose feasible solutions to be able to deploy in the near future. The recommendations and ideas from the seminar will be the basis for the authorities to absorb and complete the policies and promote the process of implementation more effectively.

The Law on Housing (amended) stipulates that the Vietnam General Confederation of Labor is the managing agency of the social housing construction project by the trade union finance for workers and workers who are entitled to social housing policies.
