In fact, due to a number of reasons, many commune-level cadres and civil servants are currently working not in accordance with their trained expertise. This has also contributed to the quality and efficiency of the work.
Ms. Le Thi Lien (Yen Son, Tuyen Quang) has been a commune cultural officer for nearly 10 years but her major is agricultural engineering. There are many such cases in the workplace of Ms. Lien.
"I know it is not the right major, but I have to take extra classes, take advantage of learning from others and just do it. When the commune is merged, in the new unit, I also hope that all levels will create conditions for me to be trained and educated to be suitable for the professional skills of my job position," Ms. Lien shared.
From July 1, 2015, when the district officially stops operations and reorganizes commune-level units, many civil servants who are working in the wrong profession will have 5 years to standardize their qualifications according to the requirements of the job position.
According to Official Letter No. 09 Steering Committee arranging administrative units at all levels and building a model of two -level local government organizations, in the immediate future, basically keeping the number of civil servants, officials and employees with existing contracts at agencies, organizations and units to arrange and arrange work at agencies, organizations, units corresponding or arranging work at the commune level.
After that, streamline the payroll in conjunction with restructuring, improving quality, standardizing the civil servant team according to the roadmap, ensuring that within 5 years, the basic number of payrolls will be implemented in accordance with regulations.

Thus, the team of commune-level civil servants will be rearranged and standardized in terms of qualifications if they do not meet the requirements, they will have to quit their jobs. According to Decree 178 by 2030, it is expected that more than 40% of civil servants will retire at the right age and civil servants will retire early.
After 5 more years, the number of commune-level civil servants will be over 50% compared to present, basically achieving the set roadmap. The Ministry of Home Affairs is planning to develop title standards for each position as a basis for comparing and rearranging civil servants
Mr. Phan Trung Tuan - Director of the Department of Local Government (Ministry of Home Affairs) said that in the next 5 years, a new standard will be issued to re-rowigate the payroll of the commune level.
"Before the new criteria are available, the Ministry of Home Affairs will report to the Government to coordinate with the Central Organizing Committee to review the entire total payroll of the country," Mr. Tuan informed.
In 2026, the Ministry of Home Affairs will coordinate with the Central Organizing Committee to develop a framework for determining the payroll, based on the framework for determining the payroll for communes, wards, and special zones and the total payroll assigned by competent authorities for each locality.
Localities proactively decide on coordination, balance, and decide on assigning staff to each commune-level administrative unit in accordance with the conditions and characteristics of each administrative unit, ensuring that after 5 years, the number of staff will be reduced according to the regulations of the competent authority.
