The Politburo issued Conclusion No. 157-KL/TW on the implementation of resolutions and conclusions of the Central Committee and the Politburo on the arrangement of the apparatus and administrative units.
In this conclusion, the Politburo assigned the Government Party Committee to lead and direct many tasks.
In particular, the Politburo assigned the Government Party Committee to lead and direct the Party Committee of the Ministry of Home Affairs to preside over and coordinate with relevant agencies and units to urgently issue documents regulating and guiding the standards for civil servant titles of communes, wards and special zones along with training plans, professional and technical fostering; on regimes and policies to support non-professional workers at the commune level to be completed before June 15, 2025.
Previously, the Steering Committee for the arrangement and reorganization of administrative units at all levels and the development of a model of organizing local government at 2 levels (Government Steering Committee) issued Official Dispatch No. 03/CV-BCD dated April 15 on orienting a number of tasks in the arrangement of administrative units.
In the document, the Government Steering Committee clearly stated the orientation for arranging and assigning cadres, civil servants and public employees at the commune level.
Accordingly, the standards for leadership and management positions and titles at the commune level apply the same to the corresponding standards for leadership and management positions and titles at the district level according to current regulations of the Government.
For civil servants and public employees at the commune level, professional and technical skills apply training standards according to job position requirements for civil servants and public employees from the district level and above according to Government regulations.
Based on practical conditions and standards, capacity of cadres, civil servants and officials of the district level and cadres and civil servants of the current commune level, the Standing Committee, the provincial People's Committee shall consider and decide the arrangement of civil servants and officials at the new commune level as decentralized.
Currently, the standards and tasks of commune-level cadres and civil servants are clearly stated in Decree No. 33/2023 of the Government.
General standards for commune-level cadres and civil servants are implemented according to current regulations of the law on cadres and civil servants, organizational charter and regulations of the Party and central socio-political organizations.
For civil servants who are Commanders of the Commune-level Military Command, in addition to the standards specified in Clause 1 of this Article, they must also be able to coordinate with units of the People's Army, People's Public Security and other forces in the area to participate in building a national defense, performing civil defense tasks; maintaining security, politics, social order and safety, protecting the Party, government, State assets and protecting people's lives and property.
In addition, the standards and tasks of each commune-level cadre and civil servant position are also clearly stated in this Decree.
