On April 15, information from the People's Committee of Lao Cai province, the province has just issued a plan to implement the Program "Innovation and improvement of rural vocational training quality to 2030", with the goal of creating clear changes in the development of rural human resources, meeting the requirements of industrialization and modernization.
According to the plan, vocational training is identified as a key solution to promote labor structure shifts, increase income and improve people's lives, while contributing to sustainable poverty reduction and building new rural areas.
In the period 2026-2030, the locality sets a target of training about 142,000 people, an average of 28,400 people per year.
In which, rural labor accounts for about 75%. By 2030, the rate of trained labor will reach 75%, of which degrees and certificates will reach 36%.
Notably, the province expects over 85% of learners to have jobs or create jobs after training, showing the orientation of closely linking training with the practical needs of the labor market.
The industry structure will focus about 70% on non-agricultural sectors such as processing industry, tourism - services, logistics; the remaining 30% is agriculture, prioritizing high-tech production models.

At the same time, the locality focuses on expanding access to training for women, ethnic minorities and vulnerable groups.
To realize the goal, the province has proposed many solutions such as innovating training content and methods; promoting the application of digital technology; improving the quality of teachers and facilities.
Along with that is strengthening links between vocational education institutions and businesses, promoting on-demand training and the "double training" model.
The synchronous implementation of solutions is expected to improve the quality of rural human resources, creating motivation for economic restructuring and sustainable development in Lao Cai in the coming years.
