The Central Executive Committee has issued Conclusion No. 20-KL/TW dated April 7, 2026, of the Politburo on the policy of establishing Quang Ninh city directly under the Central Government on the basis of the administrative boundaries of Quang Ninh province.
According to the Conclusion, after considering the Submission of the Quang Ninh Provincial Party Committee, the Politburo agreed with the policy of establishing Quang Ninh city in the direction of a green, civilized, modern, and culturally rich city.
Implement restructuring of the integrated development space of urban areas, sea, islands, borders, and heritage into a complete ecosystem; shift from organizing a scattered space to integration, from administrative boundaries to a multi-center, open and interconnected ecosystem.
Expanding the growth space, creating breakthroughs with growth drivers being science, technology, digital transformation; synchronously developing green economy, heritage economy, marine economy, border economy, night economy and cultural industry.
Promote the development of road infrastructure, high-speed railways, airports, seaports and smart urban infrastructure, connecting major urban centers.
Ensure harmonious and balanced development between communes, wards, and special zones; protect the environment and preserve cultural identity; strengthen institutional reform, innovate governance, build a government that creates development, integrity, discipline, order, and operates effectively and efficiently; improve the quality of people's lives.
The Politburo assigned the National Assembly Party Committee and the Government Party Committee to lead and direct departments, ministries, branches, and relevant agencies to coordinate with Quang Ninh province to complete dossiers and procedures according to regulations; report to the Party Central Committee, submit to the National Assembly for consideration and decision in 2026.
