The Ministry of National Defense is continuing to study and seriously implement Resolution No. 27-NQ/TW of 2018 of the 12th Central Executive Committee on reforming salary policies for cadres, civil servants, public employees, armed forces (LLVT) and employees in enterprises, according to the Government Electronic Information Portal on April 15.
Thereby, creating motivation to work, excitement, and improving the lives of officials, employees, soldiers, and workers, contributing to the implementation of policies to attract talents in agencies and units.
However, due to some difficulties and obstacles, especially the construction and design of new salary scales according to job positions, many important contents on salary policy reform of Resolution No. 27 have not been implemented.
Meanwhile, the implementation of arrangement and streamlining of organizations, apparatus, and staff has led to changes in the system of positions, titles, and job positions, the workload to be handled is larger, but the salary regime has not been reformed to be appropriate and commensurate.
Every year, inflationary indicators increase, and the cost of essential products and services also increases, making the salary-price relationship increasingly inadequate. The salaries of officers and professional soldiers with low military ranks, and national defense employees are still low, not meeting the needs of life.
Notably, some newly established and developed forces in terms of organization and force have not yet enjoyed special allowances; some subjects performing special tasks in some fields have not been institutionalized according to the provisions of law; the level of enjoyment of some forces is still low compared to the nature of tasks and specific activities.
From the above reality, the Ministry of National Defense proposes that the Central Government consider and direct the removal of difficulties and obstacles, and soon fully implement the contents of salary policy reform, ensuring that salaries become the main income, enough to live on and have savings so that cadres, employees, soldiers, and workers have the motivation to contribute and stick to serving in the Army for a long time.
This proposal aims to ensure that the armed forces successfully complete the requirements and tasks in the new situation, based on analyzing and evaluating the results after 8 years of implementing Resolution No. 27, forecasting the socio-economic situation of the country and the tasks and solutions that need to be continued to complete the set goals of the Resolution.
Accordingly, the review, adjustment, and completion of the salary scale of the armed forces and key forces from the perspective that salaries must be linked to the working position, showing the rank in leadership, command and professional, nghiệp vụ, and technical qualifications of the position and title held; showing the concern of the Party and State for forces with high requirements for activities in the military field;
At the same time, ensuring inheritance, overcoming the limitations and inadequacies of the current salary scale; suitable to the socio-economic conditions of the country; contributing to attracting and preserving human resources, meeting the requirements and tasks of building forces, consolidating national defense - security, combat readiness and fighting to protect the Fatherland in the new situation.
