According to Lao Cai Provincial Federation of Labor, trade union congresses at all levels are a political activity, with the motto: "Solidarity - democracy - discipline - innovation - development". Trade union congresses at all levels mark a fundamental change in the organizational model in the new era; promptly concretize the Party's guidelines and resolutions, the State's policies and laws into the resolutions of the trade union congress.
The trade union congresses at all levels in the province are responsible for summarizing and evaluating the implementation of the resolutions of the trade union congress of the past term, proposing the direction of operation for the new term; amending and supplementing the Charter of the Vietnam Trade Union; electing the new term of the Executive Committee of the trade union.
According to the plan, the commune and ward trade union congress will be completed before October 31, 2025; the grassroots trade union congress will be completed before November 30, 2025; the official congress time will not exceed 1 session, encouraged to be associated with the summary of trade union work in 2025 of the unit and enterprise.
The first Lao Cai Provincial Trade Union Congress, term 2025-2030, will be held after the Provincial Vietnam Fatherland Front Congress and is expected to be completed before December 31, 2025.

The Lao Cai Provincial Trade Union Congress established 4 subcommittees (Documents Subcommittee, Human Resources Subcommittee, Propaganda Subcommittee, Organization and Service Subcommittee). Commune, ward and grassroots trade unions can establish a Congress Organizing Committee or assign staff and union members to perform congress preparation tasks; if a congress subcommittee is established, it cannot exceed 2 subcommittees.
Lao Cai Provincial Federation of Labor also stipulates the number of members of the Executive Committee, Standing Committee, and Trade Union Inspection Committees at all levels. Accordingly, grassroots trade unions are allowed to elect a minimum of 3 members, up to a maximum of 13 members of the Executive Committee; commune and ward trade unions elect a maximum of 15 members of the Executive Committee.
Union congresses at all levels in the province must continue to innovate content and form in a practical and effective manner, attach importance to quality, save time and money, and on schedule. During the preparation for the congress, the Executive Committees of trade unions at all levels must report to the Party Committees and trade unions at higher levels; take advantage of the help and facilitation of the authorities and peers to successfully organize the congress, emphasized Mr. Nguyen Chuong Phat, Chairman of the Lao Cai Provincial Federation of Labor.
