The merger of the Labor Federations of Vinh Long, Tra Vinh and Ben Tre provinces into the Labor Federation of Vinh Long province is not only a major event in terms of organizational structure, but also opens up expectations for a strong change in trade union activities, especially the work of developing union members and caring for workers' rights.

Prioritizing stabilizing the Vinh Long Trade Union apparatus

On July 3, the Vinh Long Provincial Federation of Labor held a conference to announce the decisions to establish a newly merged trade union organization from the Labor Federations of Vinh Long, Tra Vinh and Ben Tre provinces. According to the decision, Mr. Nguyen Phuc Linh, former Chairman of the Ben Tre Provincial Federation of Labor, was appointed to hold the position of Chairman of the Vinh Long Provincial Federation of Labor for the 2023 - 2028 term. The new Executive Committee, consisting of 30 comrades, the Standing Committee of 14 comrades and the Standing Committee of 4 members, held its first meeting on the day of the announcement.

Speaking at the meeting, Mr. Nguyen Phuc Linh affirmed: "The merger of the Trade Union organizations of the three provinces is an important step in the process of streamlining the apparatus, but more importantly, it is necessary to quickly stabilize the organization, synchronize working conditions and effectively implement tasks, especially the work of developing union members and building a strong Trade Union organization".

Currently, the headquarters is under repair, expected to be completed next month. The organizational apparatus includes 44 positions, many of which are still working at the old facility while waiting for full workplaces at the new headquarters. The officials who were previously in charge of industrial parks and economic clusters will continue to manage the old areas to promote their existing experience and relationships.

Improving the quality of activities

After the merger, the Vinh Long Provincial Federation of Labor received and directly managed 703 grassroots trade unions (CDCS) with more than 155,698 union members, including 13 large-scale grassroots trade unions (from 2,000 union members or more), accounting for nearly 50% of the total number of union members in the province. Closely monitoring the situation at these units is one of the top priorities.

Mr. Nguyen Phuc Linh said: "The Provincial Federation of Labor will quickly complete the Steering Committee for developing union members, and is expected to organize a meeting with grassroots union officials on July 28 to grasp the current situation and needs from the grassroots. From there, we will develop a suitable plan to develop union members, according to each specific group of professions and locality.

The Provincial Federation of Labor is also re-counting grassroots unions with many union members to arrange specialized support staff, and at the same time re-study the regime for commune-level union officials.

In addition, the organization is implementing administrative procedures such as engraving seals, registering accounts, handing over finances and assets, and preparing to organize the Vinh Long Provincial Trade Union Congress scheduled for the end of 2025. Effective operating models that have been applied in the three provinces before will also be selected and replicated, serving the work of caring for workers in a practical way.

The establishment of the Vinh Long Provincial Federation of Labor on the basis of merging 3 units is a major milestone in the process of innovating the trade union organization. The Provincial Trade Union organization hopes to be a solid support for workers, while raising the level of trade union activities in the new period - Chairman of the Vinh Long Provincial Federation of Labor added.
