
After the organizational arrangement, Hai Phong (after the merger) is currently managing 2,967 grassroots unions with 621,365 workers and 595,458 union members in 114 communes, wards, special zones and industrial parks.
The Labor Federation also reorganizes the committees from 5 to 2 committees, the tasks of the committees are according to the regulations and instructions of the Vietnam General Confederation of Labor, including: Trade Union Work Committee and Industrial Parks Trade Union Committee.
In the first 6 months of 2025, Hai Phong Trade Unions at all levels established 110/114 grassroots trade unions, reaching 96% of the annual plan, developing 27,838 new union members, actually increasing 14,751 union members. For Workers' Month alone, the units have developed 38 new grassroots trade unions and grassroots trade unions with 15,395 union members.

During Workers' Month, the City Labor Federation presented more than 2,600 gifts and special subsidies; supported the construction and repair of 36 Trade Union Shelters for union members and employees in difficult circumstances with a value of more than 3.3 billion VND from the trade union budget and the City Labor Federation's Trade Union Shelter Fund.
The units organized 26 health care sessions for more than 5,000 female union members and employees in the city, organized 3 health care skills training sessions for nearly 600 union members. The city's Trade Unions at all levels organized more than 3,000 cultural, artistic, physical education and sports activities during Workers' Month, attracting more than 350,000 participants; organized activities to thank workers with more than 3,600 participants.
According to Chairman of Hai Phong City Labor Federation Nguyen Anh Tuan, the key tasks and activities for the last 6 months of 2025 will be focused on implementing the 2025 theme of the Trade Union organization "Focusing on developing union members, continuing to promote digital transformation and participating in building a clean and strong Party". The identified tasks include: Continuing to implement contents related to the arrangement and streamlining of the organizational apparatus; perfecting the organizational apparatus to go into stable operation.
In July 2025, the Hai Phong City Labor Federation established 28/31 commune, ward and special zone unions (reaching 90%), including 7 commune unions, 20 ward unions, 1 special zone union, and at the same time issued a decision to transfer 2,967 grassroots unions in the city to the commune, ward and special zone unions and the Industrial Park Trade Union Board for management.
Along with that, the City Labor Federation continues to innovate the method of Trade Union activities in the spirit of Resolution 02-NQ/TW: Promote the application of information technology, digital transformation in Trade Union organization and activities; Specifically the assigned tasks in the Plan to implement Resolution 57-NQ/TW of the Politburo on science, technology development, innovation and national digital transformation.
