From July 1, 2025, the Khanh Hoa Provincial Federation of Labor (LDLD) will operate trade union activities according to a 2-level model.
The Provincial Federation of Labor has reduced the organization from 7 committees to 3 committees.After the merger, there are now 2 committees, the Trade Union Working Committee and the Industrial Park Trade Union Committee under the Provincial Vietnam Fatherland Front Committee with 44 full-time staff (a 50% reduction in staff) and 16 ward-level union staff.
Mr. Phan Thanh Liem - Vice Chairman of the Vietnam Fatherland Front Committee of Khanh Hoa province, concurrently holds the position of Chairman of the Provincial Federation of Labor. The whole province has 65 communes, wards and special zones, of which 1 union is directly above the enterprise, Khanh Viet Corporation, and 16 newly established ward unions.
Khanh Hoa Provincial Federation of Labor is directly managing 915 grassroots trade unions (CDCS) with more than 90,000 union members of production and business units and financial autonomy service units at levels 1, 2, 3 according to Decree 60/2021/ND-CP.
After the merger, Khanh Hoa Provincial Federation of Labor assigned responsible officials according to the area and unit, continuing to monitor, grasp the situation, and provide timely support when employees need it.
Khanh Hoa Provincial Federation of Labor establishes support channels, receives feedback, and guides employees to exercise their rights according to regulations. For units that are not qualified to re-establish trade unions, the Provincial Federation of Labor has assigned staff in charge of and supported employees in reorganizing grassroots trade unions when they are qualified.
According to Mr. Phan Thanh Liem, Chairman of the Khanh Hoa Provincial Federation of Labor, in the context of expanding management areas and uneven distribution of enterprises, the Provincial Federation of Labor identified 4 key tasks and solutions to improve the quality of care and protect the rights of union members and employees. In particular, priority is given to promoting the application of information technology and digital platforms, in order to connect, grasp the thoughts, propagate, mobilize, and gather union members and workers more effectively.
Management work is carried out according to the set of quality assessment criteria (KPI), linking responsibility with work efficiency. Strengthening grassroots human resources, the Provincial Federation of Labor focuses on building a team of cadres according to job positions, ensuring that it meets practical requirements. In particular, promoting the development of a flexible, adaptive and creative ward-level union model to meet the role of representing and protecting the legitimate and legal rights of workers at the grassroots level.
To protect the rights and practical welfare of union members, in the coming time, the Provincial Federation of Labor will resolutely implement key and key solutions such as promoting the role of supervising and criticizing labor policies; organizing periodic dialogues at the grassroots level; improving negotiation skills, signing collective labor agreements with provisions beneficial to employees; coordinating with enterprises to improve working conditions, improve the quality of shift meals, the working environment, and take care of union members' health.
Khanh Hoa Labor Federation has identified the motto of "practic care, sustainable support" through many key programs such as Supporting the construction of Trade Union Shelters for union members in difficulty; implementing the "Union member welfare" program with many incentives for healthcare, shopping, education, and living; coordinating with businesses to increase welfare in housing, kindergartens, playgrounds, and living areas for workers and laborers.
With a clear orientation and high determination, the Khanh Hoa Provincial Federation of Labor is gradually affirming the position of the Trade Union organization in a state of the direction of General Secretary To Lam from "running and lining up at the same time" to "placing the goods straight, the path is clear, united to move forward, reaching the future".
