
After the arrangement of the Trade Union organization, ending the activities of 40 trade unions at the grassroots level, ending the activities of grassroots trade unions of administrative agencies and public service units receiving 100% of the State budget salary, the City Labor Federation (really the Trade Union Working Committee) is currently directly managing the activities of 6,349 grassroots trade unions with 629,022 union members (including grassroots trade unions under the grassroots trade unions transferred directly to the grassroots level; grassroots trade unions under the Vietnam Civil Servants' Trade Union transferred).
In the first 6 months of 2025, the city's trade unions at all levels have actively researched, participated in developing and implementing policies and laws related to the rights of employees, thereby contributing to proactively protecting the legitimate and legal rights and interests of union members and employees.
The work of participating in implementing democracy at the grassroots level, negotiating and signing collective labor agreements (CLAs) continues to receive attention, direction and effective implementation. 1,160/1,160 units (reaching 100%) have organized conferences of civil servants, public employees, and 2,589/4,298 units (reaching 60.24%) have organized conferences of workers in 2025. The city's trade unions at all levels have urged and guided grassroots trade unions to negotiate and sign 215 new collective labor agreements, bringing the total to 4,707 enterprises signing collective labor agreements (reaching 82.03%).
Activities to care for union members and employees continue to receive attention and achieve many results. In the first 6 months of 2025, the capital's trade unions at all levels have organized care and support for 899,221 union members and workers with an amount of nearly 387 billion VND.

Speaking to Lao Dong Newspaper, Mr. Le Dinh Hung - Member of the Executive Committee of the Vietnam General Confederation of Labor, Permanent Vice President in charge of the Hanoi City Labor Federation said that the Hanoi City Labor Federation will soon strengthen the Trade Union organization apparatus, establish Commune and Ward Trade Unions under the Hanoi City Labor Federation, corresponding to the commune-level administrative system; ensure the comprehensive leadership role of the Party for the Trade Union organization according to the model of a two-level local government.
Continue to improve the role of representing, caring for and protecting the legitimate and legal rights and interests of union members and workers; Continue to improve the quantity and quality of negotiation and signing and strengthen supervision of the implementation of collective labor agreements at enterprises; Improve the quality of activities to care for union members and workers in the direction of ensuring social security rights and creating a difference in the rights and interests of union members and workers, creating closer bonds between union members and the Trade Union organization.
Innovating propaganda and mobilization work; improving political courage, educational qualifications, expertise, professional skills, industrial style, and labor discipline of union members and workers. Promote the application of information technology and digital transformation in consulting work.
Innovate and improve the effectiveness of emulation movements, actively contributing to the socio-economic development of the Capital and the country.
