Pursuant to Clause 1, Article 76 of the Law on Social Insurance 2024 (effective from July 1, 2025), people who are receiving monthly pensions and social insurance benefits and wish to settle abroad will be entitled to receive a one-time benefit.
In addition, Point d Clause 2 Article 10 of the Law on Social Insurance 2024 stipulates the written authorization for another person to perform social insurance. In case of authorization to receive pension, social insurance benefits and other regimes according to the provisions of the Law on Social Insurance 2024, the authorization document is valid for a maximum of 12 months from the date of establishment of authorization. The authorization document must be certified according to the provisions of law on certification.
Thus, from July 1, 2025, retired employees who have settled abroad can receive a one-time pension or authorize another person to receive their monthly pension on their behalf.
According to current regulations, for employees who are receiving pensions and settle abroad, the pension regime can be resolved as follows:
- Cases of receiving one-time benefits: People receiving monthly pensions and social insurance benefits who go abroad to settle down will be entitled to receive one-time benefits.

- In case of receiving monthly pension: Employees have the right to authorize another person to receive monthly pension.
