Youme Law Firm LLC said that according to Sub-section 5.2, Section 5, Conclusion 83-KL/TW in 2024, the Politburo requested the Central Economic Commission to preside over the preliminary review of the implementation of Resolution 27-NQ/TW in 2018, in which it coordinates with the Party Committee of the Ministry of Home Affairs and relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector for submission to the Central Committee for consideration after 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
One of the factors to reform wages and build 5 new salary tables according to Resolution 27-NQ/TW in 2018 is to remove the basic salary and salary coefficient, and build a basic salary level with a specific amount in the new salary table.
According to sub-section 3, Section 2 of Resolution 27-NQ/TW in 2018, salaries are built based on the design of the new salary structure, including:
Salary = Basic salary (about 70% of total salary fund) + allowances (about 30% of salary fund)
Thus, this is only a proposal of the Central Economic Committee in coordination with the Party Committee of the Ministry of Home Affairs and departments, ministries and branches to submit to the Central Committee for consideration. If the situation is suitable and there is no change, after 2026, the Central Committee will consider and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector accordingly, in which one of the factors in building the new salary table is to stop the basic salary, build a basic salary level with a specific amount accounting for 70% of the total salary fund in the new salary table.
Thus, if the proposal is accepted, the 5 salary tables for civil servants, public employees and armed forces will be implemented in the spirit of Resolution 27, in which one of the factors in building the new salary table is to remove the basic salary and replace it with a basic salary accounting for 70% of the total salary fund after 2026.
