Pursuant to Point d, Clause 1, Article 20 of the 2019 Law on Militia and Self-Defense Forces, the Military Commands at the commune and village levels are regulated as follows:
Military command committees at commune and village levels
1. The Commune-level Military Command is the standing agency for national defense work at the commune level. The members of the Commune-level Military Command include:
a) The commander is a member of the People's Committee of the commune and the reserve officer; In a state of national defense, the status of the war was called to serve at the army in accordance with the provisions of the Law on the Vietnam People's Army Officers and continue to take on the position of Commander of the Commune Military Command;
b) Political Commissar appointed by the Secretary of the Commune-level Party Committee;
c) Deputy Political Commissar appointed by the Secretary of the Ho Chi Minh Communist Youth Union at the commune level;
d) Deputy Commander is a part-time employee at the commune level.
Accordingly, the Deputy Commander of the Commune-level Military Command is a part-time worker at the commune level.
At the same time, based on sub-section 2.6, Section 2, Part II of Official Dispatch 03/CV-BCD in 2025, it is stipulated as follows:
2.6. For non-professional workers at the commune and village levels, current residential groups
- End the use of non-professional workers at the current commune level from August 1, 2025. Assign local authorities to consider and arrange and assign non-professional workers at the commune level to meet the requirements of the task of participating in work in villages and residential groups and implement the regime and policies for cases that are not assigned work according to regulations...
Thus, the position of Deputy Commander of the Commune-level Military Command will no longer be active after the merger from August 1, 2025.
