Pursuant to Article 2 of the 2019 Law on Militia and Self-Defense Forces, the Military Command of an agency or organization is an organization established at an agency or organization to carry out national defense work.
The Military Command of agencies and organizations does not include the Military Command of ministries and central branches established in accordance with the provisions of the Law on National Defense.

Article 19 of the 2019 Law on Militia and Self-Defense Forces stipulates:
Position of commander of the Militia and Self-Defense Forces
1. The command positions of the Commune-level Military Command, the Military Command of agencies and organizations include:
a) Commander, Political Commissar;
b) Deputy Commander, Deputy Political Commissar.
2. The command positions of the Militia and Self-Defense Unit include:
a) Battalion commander, Political Commissar of the battalion, Deputy Battalion Commander, Deputy Political Commissar of the battalion; Squadron Commander, Political Commissar of the Squadron, Deputy Squadron Commander, Deputy Political Commissar of the squadron;
b) Company Commander, Squadron Political Commissar, Deputy Company Commander, Deputy Company Political Commissar; Squadron Commander, Squadron Political Commissar, Vice Squadron Captain, Deputy Squadron Political Commissar;
c) Lieutenant Captain;
d) Subcaptain, Captain, and Captain of the Arms;
d) Village team leader and commander of on-site militia unit.
Thus, the command positions of the Military Command of agencies and organizations include:
- Commander, Political Commissar;
- Deputy Commander, Deputy Political Commissar.
