According to Article 16 of Decree 33/2023/ND-CP, commune-level civil servants who have graduated with training levels according to the standards of professional qualifications and skills prescribed in Decree 33/2023/ND-CP are classified as administrative civil servants with the same training level as those prescribed in the professional and technical salary table for cadres and civil servants in state agencies issued together with the Government's Decree on salary regime for cadres, civil servants, public employees and armed forces.
The salary of commune civil servants in 2025 is calculated according to the following formula:
Salary = Salary coefficient x Basic salary in 2025
In which:
- The salary coefficient will be applied according to the coefficient of administrative civil servants.
According to Circular 02/2021/TT-BNV, the salary coefficient of administrative civil servants is as follows:
+ Specialist: With a salary coefficient of 2.34 - 4.98 (undergraduate training level or higher).
+ Staff: With a salary coefficient of 2.1 - 4.89 (collegged training level or higher).
+ Employees: With a salary coefficient of 1.86 - 4.06 (training level from intermediate level and above).
According to Resolution 159, the National Assembly agreed not to increase salaries for the public sector in 2025, so the basic salary in 2025 is expected to be still 2,340,000 VND.
Based on the above content, the lowest salary for commune-level civil servants in 2025 is for employees with a salary coefficient of 1.86 x basic salary of VND 2,340,000 = VND 4,352,400/month.
