The Ministry of Public Security has issued Decision 1621/QD-BCA-H01 on promulgating the Program for practicing thrift and combating waste in 2025 in the People's Public Security.
Accordingly, in the Program issued with Decision 1621/QD-BCA-H01, the Ministry of Public Security clearly stated a number of targets for saving and combating waste in 2025 in many areas including: In the management and use of public assets; In the management and use of regular expenditure funds of the state budget; In the management and use of public investment capital; In the management, exploitation and use of resources;
In the management and use of State capital and assets at enterprises under the Ministry of Public Security; In the organization of the apparatus, management and use of labor and working time.
Notably, in managing and using regular expenditure funds of the state budget, the Ministry of Public Security said: Resolutely save unnecessary expenses to ensure resources for natural disaster prevention and control, epidemics, supplement development investment capital, strive to further increase the rate of development investment expenditure; allocate and assign estimates on time according to the provisions of the State Budget Law.
In addition to the 10% savings for regular expenditures to create a source for salary reform according to regulations, in the implementation organization, ministries, central and local agencies strive to save about 10% of additional regular expenditures in 2025 compared to the 2024 estimate (excluding salary expenditures, salary expenditures, human expenditures, specific and important political and professional tasks that do not reduce and the 10% savings for regular expenditures to create a source for salary reform according to the Central Resolution) to reserve investment resources to modernize the facilities of the People's Public Security force and allocate them to necessary and urgent tasks.
Innovation of management mechanisms and financial mechanisms of public service units, reducing direct support from the state budget for public service units.
