Major General Dang Hong Duc - Deputy Minister of Public Security signed Decision 1621/QD-BCA-H01 on promulgating the 2025 Thrift and Anti-waste Program in the People's Public Security (CAND).
The goal of the Program is to thoroughly grasp the role and significance of practicing thrift and combating waste to Party committees, Police Chiefs at all levels and Police officers and soldiers of units and localities and seriously, synchronously, resolutely and effectively implement solutions in practicing thrift and combating waste in various fields;
Contributing to mobilizing, allocating and effectively using resources to create sources for salary reform, serving work, fighting, and building the People's Public Security force;
Thereby, creating more substantial changes in the awareness and actions of police leaders at all levels and officers and soldiers on practicing thrift and combating waste.
The program clearly states the requirements for practicing thrift and combating waste as follows:
Organize the dissemination and serious and effective implementation of Plan No. 227-KH/DUCA dated April 15, 2024 of the Central Public Security Party Committee to implement Directive No. 27-CT/TW dated December 25, 2023 of the Politburo on strengthening the Party's leadership in practicing thrift and combating waste; direction of General Secretary To Lam on preventing and combating waste.
Seriously and effectively implement Plan No. 335/KH-BCA-H01 dated June 27, 2023 of the Ministry of Public Security to implement Resolution No. 53/NQ-CP dated April 14, 2023 of the Government to implement Resolution No. 74/2022/QH15 dated November 15, 2022 of the National Assembly on promoting the implementation of policies and laws on practicing thrift and combating waste.
Practicing anti-waste savings must ensure comprehensiveness, focus and key implementation; clearly define tasks and responsibilities for each agency and unit, especially the responsibility of the head in developing an action plan, organizing implementation, inspecting, supervising and evaluating the implementation of documents on practicing thrift and combating waste.
Thereby, creating a strong and positive change in awareness of practicing thrift and combating waste at all levels of Party committees, cadres and soldiers, contributing to improving the effectiveness and efficiency of mobilizing, allocating, managing and using State resources assigned to the Ministry of Public Security.
The indicators of practicing thrift against waste must be converted to the maximum, in accordance with the actual situation of the Public Security of units and localities, ensuring substance, and having a basis for assessment, inspection, and supervision according to regulations.
Notably, practicing thrift against waste must be associated with strengthening inspection, examination, auditing, supervision, promoting administrative reform, continuing to review and streamline the organization of the Ministry of Public Security and local Public Security, improving the effectiveness and efficiency of the organizational apparatus of units, preventing corruption and negativity.
