Based on Clause 3, Article 1 of Decision 09-QD/TW in 2026, there are regulations on position allowances for leadership positions of the Vietnam Fatherland Front and socio-political organizations of communes, wards, and special zones as follows:
Accordingly, the Chairman of the Vietnam Fatherland Front of communes, wards, and special zones directly under Hanoi City and Ho Chi Minh City has a leadership position allowance coefficient of 0.6; communes, wards, and special zones directly under the remaining provinces and cities are 0.5.
The Vice Chairman of the Vietnam Fatherland Front concurrently Head of socio-political organizations of communes, wards, and special zones directly under Hanoi and Ho Chi Minh City has a leadership allowance coefficient of 0.35; communes, wards, and special zones directly under the remaining provinces and cities are 0.25.
The leadership position allowance will be calculated according to the formula:
Level of leadership position allowance = Base salary level x Allowance coefficient.
The current base salary is 2,340,000 VND/month.
Thus, the level of leadership position allowance for the Chairman or Vice Chairman of the Vietnam Fatherland Front at the commune level from 2026 according to Decision 09-QD/TW in 2026 is regulated:
Chairman of the Vietnam Fatherland Front of communes, wards, special zones directly under Hanoi City, Ho Chi Minh City is 0.6 x 2. 340,000 = 1,400,000 VND/month; communes, wards, special zones directly under the remaining provinces and cities are 0.5 x 2. 340,000 = 1,1700,000 VND/month.
Vice Chairman of the Vietnam Fatherland Front concurrently Head of socio-political organizations of communes, wards, special zones directly under Hanoi City, Ho Chi Minh City is 0.35 x 2. 340,000 = 819,000 VND/month; communes, wards, special zones directly under the remaining provinces and cities are 0.25 x 2. 340,000 = 585,000 VND/month.
For full-time deputy heads (if any) of socio-political organizations of communes, wards, and special zones, the leadership position allowance level of 0.20 shall be applied to communes, wards, and special zones directly under Hanoi City and Ho Chi Minh City (0.2 x 2,340,000 = 480,000 VND/month);
The level is 0.15 for communes, wards, and special zones directly under the remaining provinces and cities (0.15 x 2. 340,000 = 351,000 VND/month).
