Speaking at the opening, Mr. Nguyen Anh Tuan - Chairman of the Vietnam General Confederation of Labor emphasized the important meaning of the conference in comprehensively assessing the results of the emulation movement, and at the same time orienting tasks for the next period.
Mr. Nguyen Anh Tuan said that 2025 is a year of particular importance, accelerating and breaking through to complete the socio-economic development goals for the 2021-2025 period.
In the context of many major guidelines and policies being implemented, especially the requirement to streamline the political system apparatus, organizations in the bloc have promoted their role, proactively innovated, and effectively implemented emulation movements associated with political tasks.
The emulation movements have achieved many practical results, contributing to propagating and mobilizing union members, association members and people to well implement the Party's guidelines and the State's policies and laws; and at the same time consolidating the great national unity bloc, participating in building a clean and strong Party and political system" - he emphasized.
The head of the Vietnam General Confederation of Labor also pointed out limitations. According to him, although the coordination between organizations in the Bloc has changed, the emulation activities of each unit are still individual, lacking common coordination programs bearing the imprint of the entire Bloc.
From that reality, Mr. Nguyen Anh Tuan proposed that the conference focus on discussing three groups of issues.
First, it is necessary to clarify solutions to improve the efficiency of coordination, build common emulation activities of the entire Bloc in 2026, instead of mainly stopping at preliminary and final reviews as before. Movements must ensure the true nature of consultation and unified action of the Vietnam Fatherland Front and socio-political organizations...
Second, before the requirement of double-digit economic growth, organizations in the Bloc need to promote the role of mobilizing and arousing patriotic emulation spirit among union members and association members, contributing to the common development goals of the country.
Third, with the role of Deputy Head of Division in 2025, the Vietnam General Confederation of Labor wishes to receive frank comments to draw experience in operating and organizing activities. Creating a basis for the Deputy Head of Division in 2026 to better perform the assigned tasks.

At the conference, Ms. Thai Thu Xuong - Standing Vice President of the Vietnam General Confederation of Labor said that in 2026, the Bloc identified 7 key tasks, including focusing on thoroughly grasping the Party's policies, successfully organizing congresses at all levels, and promoting emulation movements associated with political tasks and major events of the country.
In addition, the bloc will focus on discovering and replicating advanced examples; promoting social security activities; improving the effectiveness of supervision, social criticism and people-to-people diplomacy; innovating emulation and commendation work in a practical and grassroots-oriented direction.
Concluding the conference, Ms. Ha Thi Nga - Member of the Party Central Committee, Vice Chairwoman - Secretary General of the Central Committee of the Vietnam Fatherland Front affirmed that 2025 is a special period when organizations in the Bloc deploy new organizational models according to the Party's policy, bringing socio-political organizations and mass associations to operate uniformly in the Vietnam Fatherland Front system.

Although there are still many difficulties and obstacles in the operation process, with a spirit of proactiveness and high responsibility, the units have basically completed the assigned tasks, creating remarkable results" - Ms. Ha Thi Nga assessed.
She emphasized that 2026 is an important year. She requested organizations in the Bloc to closely follow the 7 groups of tasks that have been signed, and proactively concretize them in accordance with the functions and tasks of each unit.
In particular, Ms. Ha Thi Nga requested to strengthen substantive coordination between organizations in the bloc, avoiding formal activities and lack of linkages. The emulation bloc needs to have common programs and activities that are spreading, thereby promoting the overall strength of the entire system.
Contents such as launching emulation movements associated with economic growth goals, environmental protection, digital transformation, and replicating effective models at the grassroots level are also identified as key tasks to be implemented in the coming time.
Affirming the role of Block Leader in 2026, Ms. Ha Thi Nga committed to continue to innovate operating methods with units, improve coordination efficiency, and contribute to promoting the patriotic emulation movement to develop substantively and sustainably.
At the conference, delegates unanimously voted to propose awarding the Government's Emulation Flag to the Vietnam General Confederation of Labor; awarding the Prime Minister's Certificate of Merit to the Central Committee of the Vietnam Fatherland Front and the Vietnam Union of Friendship Organizations.

The Conference also agreed that the Central Committee of the Vietnam Fatherland Front will continue to be the Block Head in 2026, and the Central Vietnam Farmers' Union will take on the role of Deputy Block Head.
