The Ministry of Home Affairs guides regulations related to leadership position allowances at advisory and assisting agencies of commune-level Party committees.

Mr. Nguyen Van Binh (name of the character changed) reflected that from January 1, 2026, commune levels have been applied position allowances to leaders and managers of the government bloc.

However, leadership and management titles at the advisory and assisting agencies of the commune-level Party Committee currently do not have specific regulations on the position allowance coefficient. Therefore, Mr. Binh proposed that the Ministry of Home Affairs have a guiding document to unify implementation.

Regarding Mr. Binh's reflection and petition, the Ministry of Home Affairs has responded on the Electronic Information Portal.

On January 10, 2026, the Government issued Decree No. 07/2026/ND-CP amending and supplementing a number of articles of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government on the salary regime for cadres, civil servants, public employees and armed forces amended and supplemented by Decree No. 76/2009/ND-CP, Decree No. 14/2012/ND-CP, Decree No. 17/2013/ND-CP and Decree No. 117/2016/ND-CP applicable to Commune and Ward People's Committees.

Currently, the Central Organization Committee has issued Decision No. 09-QD/TW dated March 2, 2026 on amending and supplementing a number of articles of Decision No. 128-QD/TW dated December 14, 2004 of the 9th Party Central Committee Secretariat on the salary regime for cadres, civil servants, public employees of Party agencies, the Fatherland Front and mass organizations.

Accordingly, for leadership and management positions under advisory and assisting agencies of the commune-level Party Committee, allowances will be implemented according to the regulations of the Secretariat.
