Emulation Block No. 8 was established by the VGCL after arranging and streamlining the apparatus, which is the result of the merger from 3 previous emulation blocks with 21 departments and units (9 departments and 12 business and non-business units).

Press and publishing units such as Lao Dong Newspaper and Lao Dong Publishing House have completed and exceeded all professional targets, continuing to affirm the role of the main media agency of the Trade Union organization.
Lao Dong Newspaper is an excellent unit in digital transformation, ranked 2nd in the Central press bloc; pioneering the implementation of emulation movements such as "Building a cultural environment in press agencies", "Breakthrough to lead", applying artificial intelligence in operation, content creation and management.
Labor Publishing House maintains stable publishing activities, contributing to serving the organization's political tasks.
The training and scientific research block includes Trade Union University, Ton Duc Thang University and the Institute of Occupational Safety and Health continues to promote innovation and improve the quality of training and scientific research.
In 2025, the Labor Relations Committee and the Trade Union Affairs Committee proactively and comprehensively implemented tasks in the context of arranging the organizational structure from 9 committees to 2 committees, with reduced staff but increasingly high task requirements. Speaking at the conference, Standing Vice President of the Vietnam General Confederation of Labour Thai Thu Xuong commented that units in the Bloc have paid attention to leading, directing and organizing the effective implementation of patriotic emulation movements, ensuring practicality and suitability with the functions and tasks of each unit; thereby creating a vibrant emulation atmosphere, spreading the spirit of responsibility and creativity among officials, employees, and workers.
