When trade union organizations mainly develop in the non-state sector and the private economy is identified as one of the most important drivers of the economy, the activities of grassroots trade union organizations and grassroots trade union leaders will contribute to the development of trade union organizations in terms of quantity, while affirming the important contribution of trade union organizations in the new era.

The quality of life of workers is improved from the synergy of 4 factors: Vocational capacity, ability to protect legitimate rights, and optimizing workers' finances are the foundation. Salary policies, creative labor motivation, and business welfare are fundamental. Economic development policies and social security and welfare policies of the State and local authorities are important. Promoting synchronous legal regulations on the right to represent union members, workers, and trade union welfare is essential.
The draft report needs to consider supplementing 3 key tasks: (1) raising awareness and promoting the proactive and positive role of each worker to make life better; (2) universalizing the concept of properly and well implementing regimes and policies for employees, accompanying trade union organizations is a beautiful corporate culture; (3) creating a major change in the image of the trade union organization.
In which, focus on advising on concretizing the Party and State's guidelines and policies with medium-term key plans, creating long-term changes in the quality of life, especially housing, travel... of union members. At the same time, there are short-term activities at necessary times to contribute to reducing the costs of union member families in life. Broadly implement the program of monitoring the implementation of regimes and policies for workers.
Decisively implement solutions to overcome the situation that nearly 20% of enterprises have grassroots trade unions but do not have collective labor agreements. Effectively use the resources of trade union organizations to gradually form long-term, practical, and modern trade union welfare.
