Contributing opinions to the Draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor submitted to the 14th Congress of the Vietnam Trade Union for the 2026-2031 term, Ms. Nguyen Thi Bich Ngoc, official of the Khanh Hoa Trade Union, said that the draft has clearly shown the direction of innovating propaganda work according to the motto "Fast - Short - Deep - Clear".
According to Ms. Ngoc, the draft emphasizes strengthening two-way interaction, putting workers at the center; combining traditional and modern methods; promoting the application of digital technology, artificial intelligence and social networks in propaganda and education of union members.
However, reality shows that the work of grasping public opinion among workers is still limited, especially in the face of information related to the arrangement of the organizational structure, the model of two-level local government or the role of trade union organizations on social networks.

From there, Ms. Ngoc proposed to supplement the content of establishing social opinion collaborators from the grassroots level through a suitable digital platform, in order to promptly orient information and refute wrong views.
At the same time, it is necessary to strengthen education for union members, workers, civil servants, and laborers on sea and island sovereignty associated with the role of the working class and trade union organizations with specific and practical programs.
Regarding the content of digital transformation in trade union activities, Ms. Nguyen Thi Thu Suong, Chairwoman of the grassroots trade union of Long Sinh Co., Ltd., said that this is a necessary direction in the context of rapidly developing digital economy and strong changes in labor models.
According to Ms. Suong, many businesses are currently only stopping at digitizing reports and administrative management but have not effectively exploited data to serve labor governance.
The construction of a labor data system, a satisfaction level survey platform, receiving online feedback and early forecasting of labor relations issues needs synchronous coordination between management agencies, trade union organizations and businesses.

Grassroots trade unions currently lack tools to monitor labor fluctuations, overtime pressure, the risk of resignation or the need for skills retraining in the context of AI and automation directly affecting production labor," Ms. Suong said.
From the above reality, she proposed that the draft should be oriented so that trade unions can participate more deeply in the process of advising and coordinating the implementation of digital transformation strategies related to employees in non-state-owned enterprises.
Through this, grassroots trade unions can shift from the role of handling cases to proactively accompanying, stabilizing the labor force and supporting workers to adapt to the comprehensive digital transformation process.
