Increased supply, selling prices are still difficult to access
In mid-July 2026, hundreds of people came to learn about procedures for registering to buy apartments at the Fhome+ Hung Loc social housing project, Vinh Loc ward, Nghe An province. The fact that more than 500 people attended the project introduction event shows that the housing demand of workers and low-income people in Vinh urban area is still very large.
The project was notified by the Nghe An Department of Construction to be eligible to open for sale 612 apartments, including 68 one-bedroom apartments, with areas from 34.5-39.1m2 and 544 two-bedroom apartments, with areas from 66.6-69.9m2.
The temporary selling price ranges from more than 22.1 million VND to more than 24.2 million VND/m2, including value-added tax but not including apartment building maintenance costs. Thus, an apartment with an area of nearly 70m2 can cost about 1.55-1.7 billion VND, not including maintenance costs and interior completion costs.
According to the announced regulations, after completing the project, the investor must audit and finalize investment costs and send the dossier to the Nghe An Department of Construction to check the selling price. If the inspected price is lower than the price signed in the contract, the investor must return the difference to the buyer; if the inspected price is higher, additional fees are not allowed.
Mr. Nguyen Van Dong (45 years old, worker at Bac Vinh Industrial Park) shared that the above price compared to his family's income conditions is still difficult to access.
At the same time, Nghe An continues to approve a social housing project in Vinh Phu ward, with a total investment of more than 1,557 billion VND, expected to provide about 2,000 apartments. The new projects show that the supply of social housing in the area is expanding quite rapidly.
According to the Government's plan, Nghe An is assigned to develop 26,825 social housing units in the period 2025-2030. In 2026 alone, the province sets a target of completing about 2,000 units; from 2027 to 2030, each year must complete from 5,800-5,900 units.
Preventing policy fraud
In June 2026, at a project in Vinh Loc ward, although functional agencies have not announced the time to receive applications, selling price and opening conditions, information about offering 204 social housing units has appeared densely on social networks.
Nghe An Department of Construction affirmed that the investor is not allowed to receive dossiers or sign purchase and sale contracts, capital contribution in any form for social housing apartments in the project.
Faced with the above situation, the People's Committee of Nghe An province requested a comprehensive inspection of projects that are receiving dossiers, opening for sale, leasing for purchase or preparing to put into business. The inspection content includes the legal conditions of the project, information disclosure, dossier receiving and approval process, and correct identification of beneficiaries of policies.
The Department of Construction is assigned to publicly announce the list of projects eligible for sale and lease-purchase; announce selling prices, criteria, subjects and registration procedures; and at the same time establish a hotline to receive feedback on illegal brokerage, interest rate trading or illegal capital mobilization.
Nghe An Provincial Police are responsible for grasping the situation, verifying acts of illegally receiving money, falsifying documents, making untruthful declarations or buying and selling social housing plots. In case there are signs of crime, functional agencies must investigate and handle according to regulations.
People also need to be clearly warned that investors, exchanges or brokers are not allowed to collect deposits, reserve seats or commit to "package dossiers", "package guarantees" when the project does not meet the conditions. All amounts of money not shown in the legal contract are potentially lost.
