Decree No. 178/2024/ND-CP stipulates policies and regimes for cadres, civil servants, public employees, workers and armed forces in implementing the organizational arrangement of the political system.
Article 2 of this Decree stipulates the subjects of application including:
1. Cadres, civil servants, public employees, and people working under labor contracts in agencies, organizations, units, and armed forces under the organizational structure and administrative units at all levels prescribed in Article 1 of this Decree, including:
a) Cadres, civil servants, leaders, managers and civil servants;
b) Commune-level officials and civil servants;

Meanwhile, according to Article 5 of Decree 33/2023/ND-CP, the Secretary of the Ho Chi Minh Communist Youth Union at the commune level (Commune Youth Union Secretary) is a commune-level official.
Thus, the Commune Youth Union Secretary is a commune-level official and is therefore subject to Decree 178/2024/ND-CP.
