Article 26 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 2023 stipulates the expenditure tasks of localities as follows:
Local spending tasks
1. Local spending tasks guaranteed by local budgets include:
a) Support the purchase and repair of vehicles and equipment; training, drills, and competitions organized by localities; ensure operating conditions for forces participating in protecting security and order at the grassroots level;
b) Equipment of uniforms, badges, badges, signs, and certificates of forces participating in protecting security and order at the grassroots level;
c) Implement the expenditure of the contents specified in Articles 23 and 24 of this Law;
d) Summarize, summarize, and organize emulation and reward movements for forces participating in protecting security and order at the grassroots level organized by localities;
dd) Other expenses for forces participating in protecting security and order at the grassroots level as prescribed by law.
2. The provincial People's Committee shall submit to the People's Council of the same level a decision on the level of expenditure for the forces participating in protecting security and order at the grassroots level as prescribed in Clause 1 of this Article in accordance with the socio-economic conditions of the locality.
Thus, the funding source for organizing the contest for forces participating in protecting security and order at the grassroots level in the locality is guaranteed by the local budget.
The Provincial People's Committee shall submit to the People's Council of the same level a decision on the level of expenditure for forces participating in protecting security and order at the grassroots level in accordance with the socio-economic conditions of the locality.
In addition, according to the provisions of Article 28 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level in 2023, the Ministry of Public Security is the competent authority to guide and inspect the organization of a competition for forces participating in security and order protection at the grassroots level.
