According to Article 4 of Circular No. 14/2024/TT-BCA, the order and procedures for recognizing members of the Security and Order Protection Team at the grassroots level are as follows:
1. Within 5 working days from the date of making the Minutes of the selection results, the Commune-level Police shall have a document accompanying the following documents to report to the Chairman of the People's Committee at the same level to issue a decision to establish a Security and Order Protection Team, a decision to recognize the Team Leader, Deputy Team Leader, and Team Member of the Security and Order Protection Team: Minutes of the recruitment results of the Security and Order Protection Team Member; list of proposals for recognition as a Team Member of the Security and Order Protection Team (Form No. 05 of Appendix to this Circular); list of introductions to propose recognition as Team Leader, Deputy Team Leader of the Security and Order Protection Team (Form No. 06 of Appendix to this Circular).
2. In the village, the residential group has appointed the Captain and Deputy Captain of the People's Public Security Team according to the provisions of the law on fire prevention and fighting prescribed in Clause 3, Article 16 of the Law on Forces Participating in Security and Order Protection at the Grassroots Level, the Commune-level Police shall, based on the capacity and professional qualifications of the person who has been appointed as Captain and Deputy Captain of the Civil Defense Team, shall report in writing to the Chairman of the People's Committee at the same level for consideration and decision to recognize him as the Captain and Deputy Captain of the Security and Order Protection Team.
3. Within 5 working days from the date of receipt of the document from the Commune-level Police, the Chairman of the Commune-level People's Committee shall consider and decide to establish a Security and Order Protection Team (Form No. 08 Appendix to this Circular), decide to recognize the Team Leader, Deputy Team Leader, and Team Member of the Security and Order Protection Team (Form No. 08 Appendix to this Circular) and assign the Commune-level Police to publicly post the decision at the headquarters of the People's Council, People's Committee, Commune-level Police, at the cultural house and community activity points in villages and residential groups.
