Clause 1, Article 24 of Decree 184/2025/ND-CP effective from July 1, 2025 stipulates as follows:
Article 24.Amending and supplementing a number of articles of Decree No. 40/2024/ND-CP dated April 16, 2024 of the Government detailing a number of articles of the Law on Forces Participating in Security and Order Protection at the Grassroots Level 1.
Amend and supplement Clause 2, Article 4 as follows: 2.
Plan to equip and purchase means and equipment for forces participating in protecting security and order at the grassroots level: a) In case the Ministry of Public Security equips means and equipment for forces participating in protecting security and order at the grassroots level guaranteed by the central budget according to the provisions of Clause 1, Article 25 of the Law on Forces Participating in Protecting Security and Order at the grassroots level: Every year, the Commune-level Police synthesize the needs for means and equipment needed for forces participating in protecting security and order at the grassroots level and report to the Provincial Police to synthesize, prepare a budget estimate and report to the Ministry of Public Security for consideration and decision on purchasing and equipment in accordance with the state budget capacity allocated to the Ministry of Public Security; b) In case the local budget supports the purchase of means and equipment for the purchase of means and equipment for the purchase of means and equipment for the purchase of means of transportation for the purchase of equipment and equipment for the purchase of equipment at the grassroots level according to the provisions of Article 26 of the Law on Public Security and Order at the grassroots level, the Commune-level Police Department shall report to the Provincial Police Department for the purchase, preparation and purchase of equipment and equipment for the purchase of equipment and equipment at the grassroots level, according to the provisions of this Article 1 of the Provincial Police Department.
Thus, before July 1, 2025, the Commune-level Police will synthesize the needs for means and equipment needed to equip forces participating in protecting security and order at the grassroots level and send them to the District Police. After July 1, 2025, the Commune-level Police will send a summary of the needs for means and equipment needed to the forces participating in protecting security and order at the grassroots level to the Provincial Police for synthesis.
In addition, in case the local budget supports the cost of purchasing means and equipment for forces participating in protecting security and order at the grassroots level, the commune-level police synthesize the needs of means and equipment that need to be equipped, send to the People's Committee of the same level to report to the Provincial People's Committee (instead of the District People's Committee as before) to have a plan to support the procurement and equipment for forces participating in protecting security and order at the grassroots level according to regulations, in accordance with the local budget capacity.
